This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on September 29, 2007. The Federal Democratic Republic of Ethiopia has received a credit from International Development Association (IDA) toward the cost of Rural Capacity Building project, and it intends to apply part of the proceeds of this credit to payments under the agreement resulting from this IFB: Commodity Exchange Solution.

The Ethiopia Commodity Exchange (ECX) now invites sealed bids from eligible Bidders for the supply, customization, configuration, installation, training and technical support of a comprehensive commodity exchange solution including software, hardware, consulting services to enable end-to-end secure and web-based Spot, Forwards and Futures trading operations over the web and within Purchaser’s Intranet from its trading pit and 20 remote trading centers connected over leased lines to be subscribed by the Purchaser.

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004 revised October 2006 and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:

•During the past four years, at least two verifiable successful contracts that are similar in scope and nature to this bid
•Proposed exchange software solution has been successfully implemented and in operation for a minimum of two years at two or more external clients (Excludes unique Purchaser’s functional and technical requirements yet to be customized)
•Demonstrate annual turnover of at least five million dollars for two of the last four years
•Skills and competence of personnel

Interested eligible Bidders may obtain further information from Ethiopia Commodity Exchange and inspect the bidding documents at the address given below in item 8 from 10:00 AM – 4:00PM local time beginning October 6, 2009. A pre-bid meeting, which potential bidders may attend, will be held on October 26, 2009 10:00 AM Local Time at the address specified in Item 8 below.

A complete set of bidding documents in English language may be purchased by interested Bidders on submission of a written application to the address specified in item 8 below and upon payment of a nonrefundable fee of 500 Ethiopian Birr or in a freely convertible currency. The method of payment will be Cash or Bankers’ Check. The document may be collected by authorized bidder representative specified in the written application. The document may also be sent by courier provided the bidder presents pre-paid Airway Bill along with written application.

Bids must be delivered to Ethiopia Commodity Exchange at the address given below in item 8 at or before 11:00 AM local time on November 30, 2009. Bids need to be secured by a bid security. The amount of Bid Security required is 750,000 Ethiopian Birr or in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 11:30 AM local time on November 30, 2009.

The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
