SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): The PR2 System.
PR2 is an award winning prisoner management application centrally hosted
on a central Oracle database located at SPS Headquarters and has a broad
range of functionality covering a full range of prisoner management
functions, which includes, but is not limited to:
— The management and recording of all prisoner movements both internal and
external,
— The recording of all prisoner’s personal details including name,
address, physical characteristics, photograph, next of kin details and any
risks associated with the prisoner,
— The recording of a prisoner’s custodial criminal offences, current and
historic,
— The management and recording of all prisoner’s cash,
— The recording and calculation of a prisoner’s critical dates; e.g.
earliest date of liberation,
— The recording of intelligence involving prisoners and prisoner
involvement in incidents,
— The recording of prisoner activities,
— Mandatory and voluntary drug test functionality,
— The recording and management of prisoner complaints,
— The recording of prisoner case management information; and,
— The recording of prisoner visitor information.
PR2 is accessed from approximately 2000 SPIN workstations across the SPS
Estate by over 3000 users on a daily basis. Access is granted by local
Systems Co-ordinators according to the individual user permissions aligned
to the individual users’ role within SPS. Log-on to the PR2 application is
controlled by password, username and database validation.
The PR2 application operates in a Client Server architecture with the
appropriate application deployed as a standard ‘ghost’ build to each SPIN
workstation. The current architecture comprises of a central Oracle
Database with access via a standard set of Oracle Forms, reports and Third
Party Software licences deployed to each SPIN workstation. The PR2 Live
server is a Sun V445 Server. The PR2 application also runs on Development
(DEV), User Acceptance Testing (UAT) and Playground (PLAY) Databases.
The core application is built on Oracle Forms 6 and Oracle Reports 6 and
is augmented by Third Party Software systems which include but are not
limited to: Oracle Database Version 9i, SQL, PL/SQL, Perl, C Language,
Microsoft Office VB, Centura SQL Windows, GPass Development Toolkit,
Solaris 10, address validation software, Business Objects, i2, Robohelp
online user help information system, Databac card production software,
Labtec and Microsoft USB Web Cam, the export and import of Office 2007 and
Adobe formatted documents and data. These third party tools are used for
data input, quality assurance, management information, system interfaces
and user help.
The PR2 system is designed and built to be compliant with the ISCJIS data
standards. PR2 has a number of interfaces to other applications across the
Justice and Government sectors, which include:
— The Scottish Criminal History System (CHS2) (not currently live); and,
— The Scottish General Prisoner Records Medical Application "GPass".
The PR2 Management Information tool is Business Objects. A Data Warehouse
is provided for aggregation of key management information and key reports
provide information on prisoner statistics. Business Objects is used for
Management Information at strategic, operational and tactical levels.
SPS use i2 for intelligence pattern analysis and reporting of statistical
information. Oracle Reports and the ability to Export data sets to MS
Excel provides real-time information to users in line with their
permissions in PR2.
Support of servers and Infrastructure.
SPS maintain a core team of DBA staff who manage and maintain the IT
infrastructure for corporate applications which includes PR2. Successful
tenderers will be required to liaise with SPS DBA staff for management and
implementation of the PR2 system. SPS also operates a mirrored disaster
recovery site for PR2. SPS Staff will be responsible for deployment and
configuration of the PR2 system components in consultation with the
successful tenderers.
