II.1.5) Short description of the contract or purchase(s): The European
Commission (EC) through the Institute for Energy (IE) of the
Directorate-General Joint Research Centre (JRC) at Petten, Netherlands
(hereinafter: the Commission) has established and operates laboratories to
conduct research fuel cells through testing. The Commission seeks to
purchase 1 solid oxide fuel cell (SOFC) stack housed in a gas-tight and
insulated casing or as an appropriate furnace (enclosure) including
ancillaries such as heaters, tubing, connectors and wiring (hereinafter:
the equipment) to perform tests under various operating conditions and
using a variety of different fuels as part of its research. The scope of
this call for tender is the manufacture, delivery, installation,
commissioning (including training), warranty and maintenance of the
equipment.

of suppliers who will not be required to adopt a particular legal form
prior to the contract being awarded. However, a grouping of firms must

payments for members of the grouping, for managing the service
administration, and for coordination and safety. In the case of groupings

will not be eligible to take part in this contract award procedure if they
