This Invitation for Bids followsthe General Procurement Notice for this Project that appeared in Development Business,issue no. 696 of February 16, 2007 (repeated/updated in Development Business, issue no. 745 of 28 February 2009). 2. The Socialist Republic ofViet Nam has received a credit from the International Development Associationtoward thecost of the Mekong Regional Health SupportProject, and it intends to apply part of the proceeds of this credit to payments under the Contract forProcurement of Teaching Equipment(CTUMP- ICB7/2009) 3. The LocalProject Management Unit of Can Tho University of Medicine and Pharmacy (LPMU- CTUMP) now invites sealed bids from eligibleand qualified bidders for Procurement of TeachingEquipment (CTUMP- ICB7/2009) including the followinglots: Lot 1: Image DiagnosisEquipments Lot 2: Internal MedicineEquipments Lot 3: PharmacyEquipments Lot 4: LaboratoryEquipments Lot 5: Ophthalmology Equipments The delivery period is 90 days from contracteffectiveness. 4. Bidding will be conducted throughthe International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries asdefined in the Guidelines. 5. Qualifications requirements include: local after sales service and availability of consumables and spares; successful completion of at least two contracts involving the supply and installation ofsimilar quantity and type of equipment within the past five (5) years. A margin of preference for eligible national contractors shall not be applied. Additional details are provided inthe Bidding Documents.

A complete set ofBidding Documents in English may bepurchased by interested bidders on the submission of a written application to the address (1) below from09 October 2009and upon payment of a non refundable fee of VND 1,800,000 or USD 100. The method ofpayment will be (i) cash for interested bidders collecting the biddingdocument from LPMU CTUMP's office, and (ii) direct deposit for prospective bidders requesting the documents to be mailed, to thefollowing account: (i) Account Name: Mekong Regional Health Support Project, PMU ofCantho University of Medicine and Pharmacy; (ii) Bank: Vietnam Bank for Agriculture and Rural Development, Cantho Branch, 3 PhanDinh Phung Street, Ninh Kieu District, Cantho City, Vietnam; (iii) VND Account Number : 1800201 101 721. The Bidding Documents will be sent by airmail for overseas delivery and surface mail for local delivery. Aprospective bidder wishing to receive the biddingdocuments by courier must cover the additional costs for courier service in the amount ofUSD100. 8. Bids must be delivered to theaddress (1) below at or before 09:30 a.m. local time on 24 November 2009. Electronic bidding will not bepermitted. Late bids will be rejected. Bids willbe opened in the presence of the bidders' representatives who choose to attend in person at the address (1) below at 09:45 a.m. local timeon 24 November 2009.
