CROSS RIVER STATE GOVERNANCE AND CAPACITY BUILDING PROJECT

PROCUREMENT OF SOFTWARE, HARDWARE & ACCESSORIES FOR BATMIS

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the Development Gateway Market Web Site and appeared in Development Business on August 22nd 2007.

2. The Cross River State Government is a beneficiary of a credit facility secured by the Federal Government of Nigeria from the International Development Association towards the cost of implementing a State Governance and Capacity Building Project. The Cross River State Government intends to apply part of the proceeds of this credit to payments under the Contract for supply of SOFTWARE, HARDWARE AND ACCESSORIES. IFB NO: CRSGCBP/ICB/GOODS/01/09, as part of the implementation of a Budget and Treasury Management Information System.

3. The Cross River State Governance and Capacity Building Project now invites sealed bids from eligible and qualified bidders for the supply and installation of:

Bid Validity is 120 days, Delivery Period is 120 days and bid Security is not less than 3% of the Bid Price while delivery location is Cross River State Governance and Capacity Building Office.

Note: All items in (1-12) are under Lot 1, all items in (13-15) are under Lot 2, all items in (16-19) are under Lot 3, all items in (20-22) are under Lot 4, all items in 23 are under Lot 5, all items in 24 are under Lot 6, all items in 25 are under Lot 7, all items in 26 are under Lot 8, all items in (27-29) are under Lot 9, while all items in 30-37 are under Lot 10. Bidders quoting for incomplete Lot will have their bids declared non-responsive.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines, “May 2004, revised on October 1, 2006”.

5. Interested eligible bidders may obtain further information from the Project Coordinator, Cross River State Governance and Capacity Building Project Office, and inspect the Bidding Documents at the address given below, from 8:30a.m. - 4:30p.m. Monday to Friday, except on public holidays

6. Qualification requirements include:
a) Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
i)External Audit Report of the Bidder for the last three (3) years

ii)Banker’s declaration that the Bidder has the financial capacity or a line of credit to execute a Contract of the same magnitude (as contained in the Schedule of Requirements) for supply of goods; and/or

iii)Manufacturer’s authorisation for the goods to be supplied by the Bidder

b)Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

(i)Previous experience in supply and installation of similar software, hardware and accessories of similar magnitude.

c)The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:

(i)Suitable for use with any software the Client may procure afterward
A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Document.

7. A complete set of Bidding Documents in English Language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee of NG N15,000.00 or US$150.00. The method of payment will be by Cash, certified Cheque or Bank Draft. The Bidding Documents will be collected by hand or sent by Courier services on request.

8. Bids must be delivered to the address below on or before 27th November, 2009 at 12:00noon. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below on 27th November, 2009 at 12:15pm. All bids must be accompanied by a Bid Security of amount not less than 3% of the Bid Price.
