Thisinvitation for bids follows the general procurement notice (GPN) for this project that appeared in the Development Business No.608 ofJune 16, 2003. 2. TheSocialist Republic of Vietnam has received a credit fromthe International Development Association (IDA) toward the cost of the RoadNetwork Improvement Project, and it intends to apply part of the proceeds of this credit to payments for the package lot NPP/PBC1,Package 1, Package 2 and Package 3. The ProjectManagement Unit 2 (PMU2) invite bidders and/or firms to submit bids to undertake Performance Based Maintenance of three roadsections: Lot NPP / PBC 1 # Package 1, National Highway #1, km 0+000 tokm 95+000 Lot NPP / PBC 1 # Package 2, National Highway #1, km 95+000 tokm 160+770 and Lot NPP / PBC 1 # Package 3, National Highway #10, km 0+000 tokm 141+760 3. The Works tobe carried out include: performance based road management and maintenance, together with a small amount of initial restorationworks, some periodic overlay in later years, data collection and pavement design with responsibility for undertaking emergencyrepairworks. The expected implementation/construction period is from March 2010 to March 2013. 4. Allbidders should demonstrate experience as a prime contractor, sub-contractor or management contractor in: i) Management andPlanning of road maintenance or construction; ii) pavement testing and analysis; iii) asphalt production and placement;iv) removal and application of thermoplastic line; v) erection and maintenance of road signs and furniture;vi) inspection and maintenance of bridge expansion joints and bearings; and vii) road maintenance activities. 5. Biddersmay bid for one or several contracts, as further defined in the Bidding Documents. Bidders wishing to offer discountsin case they are awarded more than one contract willbe allowed to doso, provided those discounts are included in the Letter of Bid. 6. Bidding will be conductedthrough the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRDLoans and IDA Credits, January 1995, revised in January 1999, and is open to bidders from all countries as defined in theguidelines. 7. A complete bid document in English may be purchased, byinterested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of USD100 on or after 09 October 2009 The method of payment will be by cash. 9. Bids should besubmitted in sealed envelopes, delivered to the address below before 09h00am on Wednesday 09 December 2009 and be clearly marked "Bid forRoad Network Improvement Project (RNIP), Component: Network Preservation Programme (NPP), Sub-Component A3: Long-term PilotPerformance Based Road Maintenance Contracts in Vietnam. Bids shall be opened immediatelythereafter in the second floor Meeting Hall No. 2, in the presence of bidders and their representatives whochoose to attend.Late Bids will not be accepted. 11. Qualified domestic bidders maybe eligible to receive a margin of preference of 7.5 percent in Bid evaluation.
