This notice is an update to the GPN published on EBRD's web-site on 25
April, 2007; UN "Development Business" issue No 703, 31 May 2007; dgMarket
web-site on 1 May 2007 and SRA's web-site (www.asd.md) on 1 May 2007.
The Government of the Republic of Moldova has received a credit from the
International Development Association (IDA, Credit Amount US$ 16 million),
the European Bank for Reconstruction and Development (EBRD, Loan Amount
€30 million), the European Investment Bank (EIB, Loan Amount €30 million)
and the European Commission (EC, Neighborhood Investment Facility Grant
Amount €12 million) towards the cost of the Moldova Road Sector Program
Support Project and it intends to apply the credit proceeds to payments
for goods, works, related services and consulting services under the
project which are to be procured following international competitive
bidding/open tendering procedures.
The Goods, Works and Consulting Services to be procured under the Project
will include the following;
- Goods: An axle load control system equipment;
- Works: Rehabilitation of road sections. The sections to be rehabilitated
are being determined and will be specified in subsequently updated GPN.
- Consulting Services: Services for the purpose of a) developing a road
maintenance financing system, b) supervision of construction works, and c)
financial audits.
Procurement of contracts financed by the IDA credit, EBRD and EIB loans
will be conducted through the procedures as specified in the World Bank's
'Guidelines: Procurement under IBRD Loans and IDA Credits', May 2004
(revised Oct. 2006), and is open to all bidders from eligible source
countries as defined in the guidelines. Consulting services will be
selected in accordance with the World Bank's 'Guidelines: Selection and
Employment of Consultants by World Bank Borrowers', May 2004 (revised
October 2006).
Procurement of contracts financed by the EC will be conducted through the
procedures as specified in the EBRD's Procurement Policies and Rules
(PP&R) dated 6 May, 2009.
Specific procurement notices for contracts to be bid under the World
Bank's international competitive bidding (ICB) or EBRD's open tendering
procedures will be announced, as they become available, in UN Development
Business, dgMarket, Tenders Electronic Daily and in the local official
gazette, «Экономическoe Oбoзрeниe» (Economic Review). In addition, all
Invitations to Bid will be published on the web-site of the National
Procurement Agency at www.tender.gov.md and on the web-site of the State
Road Administration at www.asd.md.
