Solicitation SP0600-09-R-0547 will be issued to acquire a 3 million US Gallon fixed storage facility, to receive, store, additize, and issue Jet A1 fuel within a 50 mile radius of Ghazni, Afghanistan. At a minimum, the facilities useable capacity shall be 71,429 Barrels, (3,000,000 USG) for Jet A1. The storage and handling facilities must be capable of receiving, blending, storing, protecting, and shipping one or multiple grades of (capitalized) U.S. Government-owned petroleum product through a dedicated Contractor-Owned, Contractor-Operated (COCO) petroleum facility to designated locations. A truck and fill stand shall be required and capable of loading and shipping to meet the 24 hour delivery requirement of 250,000 US Gallons per day. The contractor�s offer should contain an optional plan for providing pumps and all other necessary equipment facilities to transport product by contractor owned/operated pipeline from awarded DFSP location to FOB Ghazni. The period of performance is April 22, 2010 through April 21, 2015. The solicitation will be issued on or about November 2009 and the Request for Proposal (RFP) closing date will be on or about December 2009. This procurement will be a full and open competition. The solicitation will be published electronically on the fedbizopps.gov website.
