II.1.3) The notice involves: The setting up of a dynamic purchasing
system (DPS).
II.1.5) Short description of the contract or purchase(s): The overall aim
is to provide a locally accessible fully integrated Tier 2/3 service for
young people who reside in the Borough of Rochdale, up to the age of 19
who are experiencing significant problems which have been formally
identified as directly resulting from the use of substances (including
illicit or prescribed drugs and/or alcohol) with the emphasis on tier 3.
The service will provide a programme of psycho-social interventions that
supports young people with substance misuse issues to make positive
changes- psychologically, socially and emotionally -and move towards a
life free of drug dependency whilst contributing to the wider adult
treatment systems. The service will provide appropriate training to
universal services to enable such services to identify and assess the
needs of children and young people and deliver brief interventions and or
motivational work to prevent the young person’s substance misuse
escalating to an extent that specialist services are required. The service
will develop ways of working within key services to ensure that the
substance misuse issues of those young people are given the appropriate
support enabling children and young people to remain in universal services
for longer.
