SECTION II.B: OBJECT OF THE CONTRACT (SUPPLIES OR SERVICES)
II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY:
UK-Salford: request for information only for the provision of training for
vehicle search technicians (lot 1) and certificated power and hand tools
training (lot 2).
II.2) TYPE OF CONTRACT AND PLACE OF DELIVERY OR OF PERFORMANCE: Services.
Main place of performance or of delivery: Lot 1 - Dover.
Lot 2 - UK wide.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: Education and training services. Safety education services.
Special education services. Adult and other education services.
Lot 1.
UKBA has a requirement to deliver bespoke technician training courses to a
number of staff in Search of Vehicle (SOV) techniques. This includes a
requirement to provide up-to-date practical and theoretical training to
UKBA officers on how to inspect, recognise, remove and refit vehicle
components across the full range of vehicles entering the UK.
Potential providers must be capable of delivering: relevant and up to date
Health and Safety information to delegates a bespoke course design service
a wide range of theoretical and practical technical content to delegates a
'Train the Trainer' service in relation to the theoretical and practical
and safe handling of vehicle supplementary restraint systems (SRS).
Specifically the type of bespoke training course to be delivered may
include, but not be limited to:
Health and Safety issues associated with vehicle rummage.
SRS - Identification and component removal and refit (Air bags, seat belt
pretensioners, curtain bags, sips bags and control modules).
Fuel systems including LPG - removal and refit.
Soft Trim - component removal and refit.
Hard Trim - component removal and refit.
Braking Systems - identification and component removal and refit.
Wheels and Tyres - removal and refit and balancing.
Suspension Systems - component identification and removal and refit.
Hand Tools - Identification and correct use.
Power Tools - Identification and correct use.
Ramps and Jacking Vehicles.
Air Conditioning Awareness - Component identification and use of recycling
equipment, and checking system operation.
Engine bay Component Identification.
Fein Cutting - Practical use of tool and its limitations.
Trainers should be competency tested and must be able to provide an
accreditation service to deliver Air Conditioning Training.
Potential providers must be capable of delivering this training at UKBA's
training facility in Dover and at the providers own UK-based training
facility.
Lot 2.
There may be an additional requirement for the following service.
Information is required relating to a training service that is required in
the safe use and operation of hand & power tools in the working
environment. This training must comply with the necessary Health and
Safety Executives codes of practice and shall enable delegates to gain the
necessary certification to carry out such operations. Training must
include awareness instruction of what constitutes a safe environment and
must include fire fighting prevention and cover the handling, and
positioning of, fire extinguishers.
The training provider must be able to deliver this service at various
ports and airports across the United Kingdom including Northern Ireland.
Estimated cost excluding VAT:
Range: between 200 000 and 300 000 GBP.

II.7) ADDITIONAL INFORMATION: Although this RFI notice has been published
by HM Revenue & Customs any Tender process or subsequent Contract, if any,
will be taken forward by the UK Border Agency. This RFI notice is
published by HMRC on behalf of UKBA only. Therefore, ultimately, the UKBA
organisation will be the Contracting Authority.

must be clearly indicated in your submission. This must be accompanied by
a note explaining what qualification will be attained and how and when you
intend to obtain this.
Where you intend to sub-contract this work this must be clearly stipulated
in your submission.
Please describe how you keep abreast of the latest technical developments
in the vehicle industry.
Please describe how you keep abreast of Health and Safety legislation in
relation to the type of requirements described.
Please describe what access, if any, you currently have to the Air
Conditioning refrigerant handling accreditation process (complying to EU
842-2006 F Gas legislation).
For the purposes of this Request for Information process please indicate
clearly which Lot you are expressing an interest in.
Please note that this is a Request for Information notice only. The
Contracting authority does not undertake to enter into any formal contract
or to conduct a formal tender on the basis of this notice.
There is no indication at this point in time of potential volumes.
At this point in time the department wishes to establish whether there are
any suitably experienced and qualified suppliers who may be interested in,
and capable of, providing these training services to UKBA staff.
As this is a Request for Information only please note that the expected
award date (provided here for administrative purposes only) is not
actually known at the time of publication. Therefore please ignore this
date.
This Request for Information is published for 90 days i.e. from 21.9.2009.
