NAICS Code: 333912 This synopsis, in accordance with FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures, is for three (3) commercially available "off-the-shelf" Air Compressors with a Cycling Refrigerated Air Dryer for use at the EPA, National Vehicle and Fuel EmissionsLaboratory, 2565 Plymouth Road, Ann Arbor, Michigan 48105. All equipment must fit into the existing space of the current compressors and equipment. The current area is two (2) concrete pads with the approximate dimensions of 8ft x 15ft and 8ft x 6ft. The requirement is for the following pieces of equipment: 1. Variable Speed Rotary Screw air compressor - Qty (1), 125 max. p.s.i., 50 cfm min. to 225 cfm max. air capacity (performance rated in accordance with CAGI), Air/oil separator with less than 2 ppm oil carry over, Easy to read oil level without opening or removing cabinet doors, 75 dBA noise level or lower, measured at 3 ft. (CAGI) Cabinet enclosed, Air-cooled configuration with top heat exhaust, Direct drive one to one motor and air-end, TEFC electric motors 460 volt, 3 phase, 60 cycles, Electronic control PC based, capable of monitoring maintenance and air demand tracking, Compressor capable of handling ambient cooling range of 40 (F) - 115 (F); 2. New Rotary Screw air compressor - Qty (2), 125 max. p.s.i., 160 cfm min. air capacity (performance rated in accordance with CAGI), Air/oil separator with less than 2 ppm oil carry over, Easy to read oil level without opening or removing cabinet doors, 75 dBA noise level or lower, measured at 3 ft. (CAGI) Cabinet enclosed, Air-cooled configuration with top heat exhaust, Direct drive one to one motor and air-end, TEFC electric motors 460 volt, 3 phase, 60 cycles, Electronic control PC based, capable of monitoring maintenance and air demand tracking, Compressor capable of handling ambient cooling range of 40 (F) - 115 (F); Air treatment must meet ISO 8573.1 Class 1.4.2 standards with the following equipment: 3. Cycling Refrigerated air dryer- Qty (1), (The air dryer can be a stand alone unit or part of the compressor package), 400 cfm air capacity @ 100 degree (F) (CAGI), Cabinet enclosed, TEFC electric motors 460 volt, 3 phase, 60 cycles, Air-cooled Heat exchangers and condensers, A HCFC/HFC refrigerant, 100% chlorine free, Min. 2 inch NPT air inlet & outlet connection, Equipped with Zero air-loss auto condensation drain valves, Capable of maintaining 38 degree (F) pressure dew point, Air dryer capable of handling min. 40 degree (F) and max. 110 degree (F) ambient temperatures, Air dryer capable of handling Max. 130 degree (F) inlet temperature; 4. Particulate air filter (0.1 micron) filter - Qty (1), 400 cfm air capacity, 2 inch air inlet/outlet, Differential Pressure gauge, Auto drain with metallic Y strainer, 150 degree (F) max. air inlet temperature, 250 psig max. working pressure; 5. Oil removal air filter (0.008 ppm) filter- Qty (1), 400 cfm air capacity, 2 inch air inlet/outlet, Differential Pressure gauge, Auto drain with metallic Y strainer, 150 degree (F) max. air inlet temperature, 250 psig max. working pressure; 6. 400 Gallon Vertical Air Receiver tank - Qty (1), 150 p.s.i. min. working pressure, Complete with base ring, Side mounted gauge port (? inch NPT), Min. 2" inlet and outlet (top & bottom of tank), Min. 4 inch diameter wet Pressure gauge max. 200 p.s.i., Equivalent Safety pressure valve, Min. ?" NPT drain port bottom of tank, Auto drain with metallic Y strainer; 7. Oil/Water Separator Vessel - Qty (1), 400 cfm capacity for synthetic lubricant separation, Non electrical, With multiple inlet ports (min. 4 ports), Automatic maintenance indicator, Unit must separate oil & water to within 20 ppm or less; 8. Compressed air system controller, Sequencing, and monitoring all 3 compressors - Qty (1), Shall control pressure and demand of all 3 compressors in a PC based internet technology, ability to monitor all 3 compressors and analyze from any computer location as a stand alone network, Uses low switching differential to avoid high operating pressures, Selects correct compressor to load base on air demand, Balances compressor service hours, Provides comprehensive information on current system conditions, Ability to trend system dynamics, Have simple plain text menus for ease of navigating through software, Ability to change programs any time to adapt to changes in system design, Password protected, Shows alarm messages from operating compressors, Include base unit stand or wall mount unit. The configuration must be capable of by-passing each system for repairs/maintenance and of switching from one compressor to another for repairs/maintenance. This procurement is being conducted with full and open competitive procedures under NAICS code 333912 with size standard of 500 employees. Award will be made using Lowest Priced/Technically Acceptable evaluation criteria. The anticipated solicitation release date is approximately 10 calendar days after the electronic posting date of this notice (10/05/09).
