Invitation forPrequalification

 

This invitation for prequalification follows the general procurementnotice for the proposed Federal Roads DevelopmentProject (FRDP) that appeared in DevelopmentBusiness GPN dated 11 March 2005

 

The Federal Government of Nigeria has constituted a US $ 2.0 Billion Unity Roads Program coveringrehabilitation and maintenance of 6,300 equivalent 2-lane kilometers of Federal roads over the next ten years to be implementedwith support from Developing Partners, including the World Bank. The Federal Government of Nigeria has received a credit from the International Development Association (IDA) toward thecost of the proposed Federal Roads Development Project (FRDP) and intends to apply part of the proceeds to payments under Outputand Performance-based Road Contracts (OPRC).

 

The FRDP-Phase 1 includes two components:

 (i) Rehabilitation, Upgrading, and Maintenance of selectedFederal Roads:- Comprises the  initial rehabilitation followed by long term maintenance ofabout 1, 200 equivalent 2-lane km of selected federal roads (Unity Roads), using the private sector and the Output and PerformanceBased Road Contracting methods; and

(ii) Institutional Strengthening and Policy Reforms:- Provision of goods and consultant services,including technical assistance to strengthen the capacity of the road sector to plan, program, budget and execute federal roadprograms on a sustainable basis. Includes the establishment and operation of the proposed Federal Roads Authority, National RoadsBoard and the Road Fund, and financing of critical sector studies.

 

The Road Sector Development Team (RSDT) was established to carry out,on behalf of the Federal Ministryof Works, Housing & Urban Development (FMWHUD), the planning and management of the Nigeria Federal Roads 10-Year PrioritizedRoad Sector Development and Maintenance Program (Unity Roads), of which the FRDP is an integral part.

 

Initially the Federal Government of Nigeria (FGN) has received a credit of US$ 330 million to coverfour of the Phase I Unity Roads. The four roads under the program will require rehabilitation to pre-defined service levels and bemaintained to these levels over a period of 7 years. A major portion of the payment under these contracts will be monthlyinstallments based on the agreed outputs, provided that the firm also complies with required service levels on the roads.  The four packages (Pkg) are:

 

 

 

(i)    Enugu-Abakaliki / Ogoja Junction-Ikom sections of Route A25...122.00Km(2-laneequiv.)

(ii)   Mokwa-Bida-Lambata-SulejaRoad##########       284.30 Km(     - ditto -   )

(iii)  Benin-Ifon-Owo-Akure-Ilesha Road##########.    237.35 Km (     - ditto -   )

(iv)  Sammiya-Bauchi-Gombe-Biu Road.##########.     401.33 Km (     - ditto -  )

 

The Road Sector Development Team (RSDT) now intends to pre-qualify firms and joint ventures forparticipation in the bidding process for the following three roads as individual or multiple packages. Consortiums have already been prequalified for theEnugu-Abakaliki & Ogoja Junction-Ikom sections of road.

 

Pkg (i)   Suleja# Lambata # Bida # Mokwa road

Pkg (ii)  BeninCity # Owo # Akure # Ilesha road

Pkg (iii) Samamiya # Bauchi # Gombe # Biuroad

 

Given the nature of the contracts, an essential condition for prequalification is the professionalcapacity to manage and maintain road assets and the technical and financial capacity to execute road works. Firms and jointventures wanting to be pre-qualified will therefore needto present relevant financial data and qualified technical staff toparticipate in the execution of the contracts.  The prequalification criteria may befulfilled either by individual firms or through joint ventures among contractors, engineering consulting firms and/or financialinstitutions.  It is expected that invitations to bid will be made inDecember 2009/January, 2010.

 

To pre-qualify for the rehabilitation and maintenance of any one of the above roads or any multiple of the packages(i.e. Pkg (i) + (ii); (ii) + (iii); (i) + (iii); and (i) + (ii) + (iii)), interested bidders must meet the prequalificationcriteria for the respective package or combination of packages. The respective prequalification criteria may be collected as hardcopies from RSDT offices (address below) or electronically by sending a request to:

Prequalification for the OPRC will be conducted through prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004 # Revised October2006), and is open to all bidders from eligible source countries, as defined in the guidelines.

 

Interested eligible bidders may obtain further information from andinspect the prequalification documents at the officesof the Road Sector Development Team (address below) on business days between 9:00 AM and 4:00PM.  A complete set of prequalification documents in English for the packages can bepurchased by a bank draft of Nigerian Naira Fifteen Thousand (15,000.00), made payable to ''Road Sector Development Team'' byinterested bidders at the RSDT offices.

 

Applications for prequalification should be submitted in sealedenvelopes, delivered to the  RSDT address  below by9th November 2009 at 1200 hours (Nigerian time) and be clearly marked "Application to Pre-qualifyfor OPRC  for the respective package". Each applicant shall be prequalified for the maximum number of packages/lots forwhich the Applicant meets the appropriate aggregate requirements.
