Contract No. : Package No.3: Supply of Control, Protection and AC/DC Auxiliary Equipment, Telecommunication equipment, SCADA, Optical cables, installation and testing of CSCS and SCADA for Hiep Hoa 500kV subproject.

1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 11 January 2006.

2. The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) towards the cost of Northern Power Transmission Expansion Sector Project, and intends to apply part of the proceeds of the loan to payments under the contract for the supply of Control, protection and AC/DC auxiliary equipment, telecommunication equipment, Scada, Optical cables, installation and testing of CSCS and Scada for the Hiep Hoa 500kV substation subproject.

3. Electricity of Viet Nam (EVN)/National Power Transmission Corporation (NPT)/ Central Vietnam Power Projects Management Board (CPPMB) (the Purchaser) now invites sealed bids from eligible bidders. The goods and services of this package are as follows:

The Goods: Control, protection and AC/DC auxiliary equipment, telecommunication equipment, Scada, Optical cables, including the Services: Installation and testing of CSCS and Scada.
4. Bidders are required to have satisfactory experience in the execution of 2 similar contract(s) for the supply of control, protection and AC/DC auxiliary equipment, telecommunication equipment, Scada, Optical cables, installation and testing of CSCS and Scada for 500kV substations or above level with contract value of:

Single Bidders will need to be fully responsive and compliant to a minimum VND 99 billion or USD 6.2 million;
In a joint venture (JV) wherein all members are jointly and severally liable, the JV should demonstrate that it meets minimum contract value of VND 99 billion or USD 6.2 million, where one member must justifiably meet minimum VND 54 billion or USD 3.43 million, and other members qualify for minimum VND 24.8 billion or USD 1.56 million.
Average annual turnover defined as the total payments received by the bidder for contracts completed or under execution, when converted into USD Dollars in the last 3 years must be equal to at least VND 248 billion or USD 15.6 million.
5. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope and is open to all bidders from eligible countries.

6. Interested eligible bidders may obtain further information and inspect the Bidding Document at the following address from 09.00 AM to 05.00 PM, Viet Nam time, from 28 September, 2009 to 27 November, 2009 (except weekends and holidays).

7. To purchase the Bidding Documents in English, eligible bidders should:

Visit the office of CPPMB at the address above and pay a non- refundable fee of USD 200 or VND 3,400,000 by cash, bank draft or check to Account No. 56110000001224 at the Invesment and Development of Viet Nam Bank, in Da Nang branch, address 90 Nguyen Chi Thanh street.

Request for delivery by sending a written application to CPPMB at the address indicated above. The application must include a bank draft or check to Account No.56110000001224 at the Invesment and Development of Viet Nam Bank, for the amount of VND 3,910,000 (domestic delivery) or USD 250 (overseas delivery). The Bidding document may be sent by courier. No liability will be accepted for loss or late delivery.
8. Bidders shall submit their bids:

To the address above;
on or before 09:00 AM, Viet Nam time on 27 November, 2009. Late bids will be rejected.
Together with a Bid Security of USD 150,000
Bids will be opened immediately after the deadline in the presence of the bidder's representatives who choose to attend at the address above.

9. When comparing Bids, ADB' Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document
