1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 708 of 16 August 2007.

2. The Bosnia and Herzegovina has received a credit from the International Development Association toward the cost of Agriculture and Rural Development Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Procurement of Hardware Supporting Farm and Client Registers, ICB No: BA-ARDP-4325BOS-ICB-SA-G-09-024/FMoAWMF.

Lot # 1 Servers
Lot # 2 Office equipment: PCs, Printers and Scanners

Bidders have the option to bid for any one or more lots, but they must quote for
complete requirements in each lot.

3. The Project Implementation Unit for Forestry and Agriculture now invites sealed bids from eligible bidders for Procurement of Hardware Supporting Farm and Client Registers.
The purpose is:
• Procurement of servers;
• Procurement of PCs, Printers and Scanners.

Delivery, installation and testing of the equipment are included in the scope of the work as well as support capabilities in warranty period.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:

• The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
The minimum required annual financial turnover for the successful Bidder shall be EUR 1.000.000 for Lot 1 and EUR 500.000 for Lot 2 at least in one year in the period of the last three years (2006-2008)
• The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
Completion of at least one contract for goods offered (servers for Lot 1; PCs for Lot 2) involving not less than 70% of requested quantities, in the last three years (2006-2008).
• If an Agent submits bids on behalf of more than one manufacturer, unless each bid is accompanied by a separate Bid Form for each bid, and a bid security required for each bid and authorization from respective manufacturer, all such bids will be rejected as non-responsive.
5. Interested eligible bidders may obtain further information from the Project Implementation Unit for Forestry and Agriculture, Ms. Ivana Misic, and inspect the bidding documents at the address given below from 09:00 to 16:00 hours.

6. A complete set of bidding documents, available in English only, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of EUR 100 or equivalent in BAM based on the selling exchange rate published by the Central Bank of Bosnia and Herzegovina on the date of payment.

There will be no pre-bid meeting for potential bidders.

7. Bids must be delivered to the address below at or before November 6, 2009, 12:00 Noon, local time. All bids must be accompanied by a bid security of EUR 8,000.00 for Lot 1 and EUR 4,000.00 for Lot 2 or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 12:15 local time on November 6, 2009.

8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
