SECTION II: OBJECT OF THE QUALIFICATION SYSTEM
II.1) TITLE ATTRIBUTED TO THE QUALIFICATION SYSTEM BY THE CONTRACTING
ENTITY: Supply-Line QS notice 3 of 3 - works.
II.2) TYPE OF CONTRACT: Works.
II.3) DESCRIPTION OF THE WORKS, SERVICES OR GOODS TO BE PROCURED THROUGH
THE QUALIFICATION SYSTEM: The purpose of the Qualification System is to
carry out first stage qualification of economic operators on behalf of the
Purchasing Organisations (listed in VI.2) through the Supply-Line Vendor
Management System. The Purchasing Organisations confirm that they will use
Supply-Line as their common system for vendor registration and to source
tenderers for contracts or framework agreements above and below the EU
threshold levels. At their discretion, the Purchasing Organisations may
publish additional calls for competition for any or all of the procurement
categories listed below. Also, where deemed necessary, they may opt not to
use Supply-Line and, in that event, to publish a separate call for
competition in the Official Journal of the European Union. When
appropriate, the Purchasing Organisations may apply additional rules and
criteria in relation to specific procurements, including site visits.
Suppliers, Contractors and Service Providers should also note that the
Purchasing Organisations may issue second-stage questions about specific
contracts through the e-Qual tool within Supply-Line. This notice
describes the products, services and works for which the Purchasing
Organisations may use Supply-Line where they have an appropriate demand.

III.1) CONDITIONS FOR PARTICIPATION
III.1.1) Qualification for the system Conditions to be fulfilled by
economic operators in view of their qualification: Registration on
Supply-Line constitutes the basis for tender list preparation in the work
categories listed in II.3 above. Registration may be achieved in the
following way:
(a) Payment of the appropriate registration fee. Suppliers, Contractors
and Service Providers registering on Supply-Line will be subject to an

(b) Secondly, by completion of the Supply-Line Qualification Questionnaire
online via www.achilles.com, including a formal declaration of the
applicants bona fides;
(c) Suppliers should note that consideration for tender lists may be
subject to the Purchasing Organisations issuing second-stage questions
about specific contracts through the e-Qual tool within Supply-Line. To
this end, suppliers are reminded to carefully monitor email alerts from
both Supply-Line and/or the Purchasing Organisations.
Suppliers, service providers or contractors who have already registered on
Supply-Line need not re-apply at this time, but may wish to review and
amend their registration for the appropriate products, works or service
categories of interest to them at the level chosen.
Supply-Line operates at 3 levels and suppliers should register at the most
appropriate level for their business.
Suppliers registering at level 3 will be considered for all contracts
irrespective of value; those registering at level 2 will be considered for
contracts below the EU Thresholds; those registering at level 1 will only
be eligible for consideration for contracts below EUR 50 000.
Supply-Line level 3 = EUR 550 (EUR 668.25 incl. VAT for all
Irish-Registered Suppliers).
Supply-Line level 2 = EUR 250 (EUR 303.75 incl. VAT for all
Irish-Registered Suppliers).
Supply-Line level 1 one-off fee* = EUR 80 (EUR 97.20 incl. VAT for all
Irish-Registered Suppliers) - Subject to remaining compliant.
Methods according to which each of those conditions will be verified:
Compliance with minimum requirements as outlined above will be confirmed
in writing.
Subscribers may impose additional requirements for individual contracts.
SECTION IV: PROCEDURE
IV.1) AWARD CRITERIA
IV.1.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate.
IV.1.2) An electronic auction will be used: Yes.
Additional information about electronic auction: Subscribers reserve the
right to use an electronic auction as part of the final tender evaluation
process, when applicable further details will be supplied at tender stage.
IV.2) ADMINISTRATIVE INFORMATION
IV.2.2) Duration of the qualification system: Indefinite duration.
IV.2.3) Renewal of the qualification system: Yes.
Formalities necessary for evaluating if requirements are met: The
Supply-Line system is of indefinite duration and subject to annual renewal
of subscription and information.
Vendors may join at any time and will be required to update their
information annually in accordance with III.1.1) above.
Supply-Line offers financial savings for both the Purchasing Organisations
and suppliers whilst ensuring that applications for market entry continue
to be dealt with fairly and objectively by the Purchasing Organisations,
thus minimising the workload for both groups. The administrative costs are
being shared by the purchasing organisations and the vendors.
As a general rule, the subscribers covered by the Utilities legislation
will use the negotiated procedure for the award of contracts and/or
framework agreements.
