SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

UK-Belfast: pre-qualification questionnaire for a term contract for the
repair and maintenance of small engineering works at various council
properties.

II.1.5) Short description of the contract or purchase(s): Applications
are invited from competent and experienced contractors who wish to be
included on a select list for a term contract for the repair and
maintenance of small engineering works at various Council properties and
locations. Engineering services. Miscellaneous repair and maintenance
services. Repair and maintenance services for pumps, valves, taps and
metal containers and machinery. Repair and maintenance services.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Repair and maintenance work of a small
or emergency nature and some minor new work to upgrade existing
installations in respect of small engineering works including:
Main feed chutes and frames, overhauling circulating pumps and fans.
Stripping down and repairing valves.
Mechanical plant such as:
— Hydraulic man hoists,
— Hydraulic trolleys and pallet trucks,
— Hydraulic sliding doors on gorilla, elephant and ape houses at the Zoo,
— Mechanical ventilation system at Botanic Palm House and Tropical Ravine,
— Pool covers in Leisure Centres,
— Bleacher trolleys in Leisure Centres,
— Compressors.
Stainless steel handrails, special brackets, ladders, guards and grills.
The provision of an emergency 24 hour call-out service to secure and make
safe Council property is an essential and integral part of this work, and
is 'of the essence' with regards to the award and performance of the
contract.
Estimated value excluding VAT: 360 000 GBP.
II.2.2) Options: Yes.
Description of these options: The contract shall be for a period of 1 year
from date of appointment, with the option of renewal annually for a
further 2 years, subject to satisfactory performance by the contractor.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 12 (from the award of the contract).

he has suspended business activities or is in any analogous situation

order for compulsory winding up or administration by the court or of an

(c) has been convicted by a judgment which has the force of res judicata

concerning his professional conduct;
(d) has been guilty of grave professional misconduct proven by any means
which the contracting authorities can demonstrate;
(e) has not fulfilled obligations relating to the payment of social
security contributions in accordance with the legal provisions of the
country in which he is established or with those of the country of the
contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in
accordance with the legal provisions of the country in which he is
established or with those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying the information
required under this Section or has not supplied such information;
(h) has been the subject of a conviction for participation in a criminal
organisation, as defined in Article 2(1) of Council Joint Action
98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in
Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council
Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of
Article 1 of the Convention relating to the protection of the financial
interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined
in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of
the use of the financial system for the purpose of money laundering.

Where the applicant is a partnership or sole trader, other information to
demonstrate evidence of adequate economic and financial standing must be
provided in the form of a banker's/independent auditor's statement,
confirming the company's turnover for the past two years and also that the
company has the current financial and economic standing to undertake the
contract.
