SECTION II: OBJECT OF THE QUALIFICATION SYSTEM
II.1) TITLE ATTRIBUTED TO THE QUALIFICATION SYSTEM BY THE CONTRACTING
ENTITY: Supply-Line Qualification System Notice.
II.2) TYPE OF CONTRACT: Services.
Service category: No 1.
II.3) DESCRIPTION OF THE WORKS, SERVICES OR GOODS TO BE PROCURED THROUGH
THE QUALIFICATION SYSTEM: Iarnrod Eireann - Irish Rail (IE) is undertaking
a strategic review of its service vehicle fleet acquisition and deployment
and is considering the various options available to meet its business
needs. To this end, IE is seeking to establish framework agreements with
one or more operators for:
(1) supply of vehicles;
(2) financing the purchase and
(3) maintaining the fleet;
(4) contract hire of vehicles; and will consider proposals for one or more
of the above elements.
The existing fleet comprises over 650 service vehicles and the scope of
the requirements includes supply, maintenance, tyre replacement, road tax,
short term hire etc. IE will consider proposals for contract hire,
purchase and / or maintenance. The vehicles may be purchased or leased and
IE reserves the right to place separate contracts for each element.
Iarnrod Eireann are members of the Supply-Line Qualification System
operated by Achilles Procurement Services. This notice is being published
as a reminder that Iarnrod Eireann will use Supply-Line for this specific
contract. Iarnrod Eireann invites expressions of interest for its vehicle
contract which may be awarded in lots or combination of lots described
herein. Iarnrod Eireann will use the Supply-Line qualification system
operated by Achilles Procurement Services as the first stage of
qualification. Parties interested in one or more of the lots described
below must be registered on Supply-Line under the appropriate code in
order to be considered. The lots are as follows:
Lot 1 - Financial Leasing Services - Supply-Line Code 2.42.04 (Financial
Leasing Services);
Lot 2 - Vehicle Maintenance Services - Supply-Line Code 3.74.03 (Vehicle
Maintenance);
Lot 3 - Supply of Vehicles, i.e. cars, vans, light commercial vehicles and
heavy goods vehicles - Supply-Line Codes 1.20.01 (Passenger Cars) and
1.20.02 (Vans car-derived) and 1.20.03 Commercial Vehicles;
Lot 4 - Contract Hire - Supply-Line code 3.74.14 Vehicle Leasing and Hire
Services. A notice regarding this lot, Codes 1.20.01 and 1.20.02 was
published in June 2009 and companies already registered need not re-apply.

II.5) CONTRACTS COVERED BY THIS QUALIFICATION SYSTEM ARE COVERED BY THE
GOVERNMENT PROCUREMENT AGREEMENT (GPA): Yes.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS FOR PARTICIPATION
III.1.1) Qualification for the system Conditions to be fulfilled by
economic operators in view of their qualification: Conditions to be
fulfilled by economic operators in view of their qualification:
Registration on Supply-Line constitutes the basis for tender list
preparation in the categories in II.3 above. Registration may be achieved
in the following way:
(a) Payment of the appropriate registration fee. Suppliers, Contractors
and Service Providers registering on Supply-Line will be subject to an
annual contribution payment of 550 EUR (plus VAT where applicable) payable
in advance. Please note in order to be considered for this Irish Rail
contracts indicated in this notice, parties must be registered on
Supply-Line before Thursday 1.10.2009 (16:00);
(b) Completion of the Supply-Line Qualification Questionnaire online via
www.achilles.ie, including a formal declaration of the applicants bona
fides;
(c) Iarnrod Eireann may use the e-Qual tool within Supply-Line to assist
them in further qualifying suppliers. To this end, economic operators are
reminded to carefully monitor email alerts from both Supply-Line and/or
the buyer.
Suppliers, service providers or contractors who have already registered on
Supply-Line need not reapply at this time, but may wish to review and
amend their registration for the appropriate products, works or service
categories of interest to them and the level chosen.
Supply-Line is currently being used by a number of Semi state and public
bodies, list available under VI.2).

Methods according to which each of those conditions will be verified:
Initially firms registered under the appropriate codes listed above who
have completed the declaration relating to bankruptcy, etc. will be
considered. A 2nd stage eQual may issue requesting further specific
information.
SECTION IV: PROCEDURE
IV.1) AWARD CRITERIA
IV.1.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate.
IV.2) ADMINISTRATIVE INFORMATION
IV.2.2) Duration of the qualification system: Indefinite duration.
IV.2.3) Renewal of the qualification system: Yes.
Formalities necessary for evaluating if requirements are met: While the
Supply-Line Qualification system is of indefinite duration, advertised
annually and open to suppliers and service providers to join at any time,
the timeframe for the particular contracts outlined in this notice is
Thursday 1st October 2009 at 16.00 hours.
SECTION VI: COMPLEMENTARY INFORMATION
VI.2) ADDITIONAL INFORMATION: Suppliers appropriately registered may be
invited to respond to a second stage qualification process through the
Supply-Line e-Qual system via the www.achilles.ie website.

Supply-Line offers financial savings for both the Purchasing Organisations
and suppliers whilst ensuring that applications for market entry continue
to be dealt with fairly and objectively by the Purchasing Organisations,
thus minimising the workload for both groups. The administrative costs are
being shared by the purchasing Organisations and the vendors.
As a general rule, the subscribers covered by the Utilities legislation
will use the negotiated procedure for the award of contracts and/or
framework agreements.
