GENERAL PROCUREMENTNOTICE

1.         ThisNotice updates the General Procurement Notice published in United Nation Development Business, issue no. 721 dated 29^thFebruary 2008, and updated 17 September 2009 to inform the change of procurement agent,corresponding contact address and revised packages in the project.

2.         TheRoyal Government of Cambodia has received a grant (Grant No. H3010-KH) from the

      International Development Association(IDA), towards the cost of the Greater Mekong

      Sub-region Power Trade (Cambodia)Project and it intends to apply the proceeds this      grant to paymentfor goods, works, related services and consulting services to be           procured under this project.

3.         TheProject consists of the following component, namely: (a) 230 kV Transmission Line Lao        border to Stung Treng and 230 kV Substation Works (b) ConsultingServices;Implementation       Supervision

4.         The Royal Government of Cambodia represented by the Ministry of Economyand Finance          has now appointed CharlesKendall & Partners as 2^nd Procurement          Agent for selected         World Bank funded projects in Cambodia.

5.         Procurement of contracts financed by the grant will be conducted throughthe procedures           specified in the WorldBank Guidelines: Procurement under IBRD Loans and IDA Credit,       May      2004, and is open to all bidders as defined in theGuidelines. Consulting Services will be           selected in accordance with the World Bank's Guidelines: Selection and Employment of          Consultants by World Bank Borrowers May 2004.

6.        Specific Procurement Notice for contracts specified in paragraph 3 to bebid under the World      Bank's International Competitive Bidding(ICB)and QCBS procedures respectively will be            published as they become available, in United NationDevelopment Business and the          Development Gateway Market and in The Cambodia Daily of Cambodia.
