II.2.1) Total quantity or scope: This contract is for a Managed Solution
for the provision of temporary staff through a centralised management
agent to Northamptonshire County Council and will be open to all Councils
and Police in the County of Northamptonshire. Northampton County Council
are also part of a proposed Local Government Shared Services Scheme with
Cambridge County Council and Slough Borough Council, both these councils
have existing contracts in place but may choose to participate in the
future should the Local Government Shared Scheme proceed.
The solution will provide a 24/7/356 service, focusing on cost reduction,
quality, flexibility and local sustainability, to include Safeguarding,
candidate filtering and possible permanent placements, within the
following indicative categories administration and clerical, IT,
professional, legal, occupational, handymen, warehouse, cleaning, grounds
maintenance, refuse and recycling, specialists eg facilities management,

Estimated value excluding VAT: 6 000 000 GBP.

Description of these options: 2 year contract with the option to extend
for 1 + 1 years.

— You can now access any attachments by clicking the “Settings and Buyer

3. Responding to the tender.
— You can now choose to “Reply” or “Reject” (please give a reason if
rejecting),

VI.3) ADDITIONAL INFORMATION: We are looking for a suppliers that can
work closely with us to reduce the use and cost of temporary staff and
increase quality of candidates and service.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: NCC will incorporate a minimum 10 calendar day standstill
period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have 2 working days from the notification of
the award decision to request additional debriefing and that information
has to be provided a minimum of 3 working days before the expiry of the
standstill period. Such additional information should be required from
(Refer to address in part 1.1) If an appeal regarding the award of a
contract has not been successfully resolved the Public Contracts
Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have
been harmed or are at risk of harm by a breach of the rules to take action
in the High Court (England, Wales and Northern Ireland). Any such action
must be brought promptly (generally within 3 months). Where a contract has
not been entered into the Court may order the setting aside of the award
decision or order the authority to amend any document and may award
damages. If the contract has been entered into the Court may only award
damages.
