This solicitation will be a Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside competitive procurement. Any resulting contract will be firm-fixed priced. This will be a design-build contract with a contract cost limitation of $5,700,000. The procurement will be conducted using source selection procedures and the award will be based on the best value to the Government considering price and non-price factors cited in this announcement and the solicitation. Offerors are advised that a contract resulting from this solicitation is contingent upon funding and Congressional approval and that the project may be canceled or revised at any time during solicitation, selection, evaluation, negotiation and up to final award. PROJECT TITLE: "Design-Build Airfield Perimeter Fence, Aviation Task Force Phase 1, Fort Wainwright, AK, United States ARMY ENGINEER DISTRICT, ALASKA, UPC: FTW336D."
(1) PROJECT INFORMATION: Design and construct security fencing around the perimeter of the airfield on Fort Wainwright Army Installation, Alaska. The project consists of a fencing foundation design appropriate for arctic conditions to minimize frost jack/heave, installation of fencing and gates, and all other work required to install fencing. Maximum period of performance is 540 calendar days.
(2) SELECTION CRITERIA: Evaluation criteria to be listed in the solicitation are anticipated to be: Specialized Experience, Past Performance, Proposed Contract Duration and Summary Schedule, and Price and Pro Forma Information. The Government considers the overall non-price rating to be slightly more important than price.
