Description ofServices :   To provide program management and technical assistance(PM/TA) support in the implementation of the ISSIP including planning and design works for phase-II of the project (UPDATED on 8October  2009 in WB Operations Portal)

 

This is an update of the notice that waspublished in WB Operations Portal on 15 September 2009, dgMarket on 16 September 2009, and in the UNDB on 16 September 2009. Please be advised that the deadline has been extended to 12 November 2009 (previously it was 28 October 2009).

 

The Holding Company for Water andWastewater (HCWW) will receive financing from the Government of Switzerland (represented by the State Secretariat for EconomicAffairs # SECO) under reservation of final approval from the Swiss and Egyptian authorities, through a recipient-executed (paymentsto the consultant however will be made directly by the Trust Fund) World Bank managed trust fund, toward the cost of the IntegratedSanitation and Sewerage Infrastructure Project (ISSIP), and intends to apply the proceeds for consultant services. The overallpurposeof the consultancy assignment will be to provide program management and technical assistance (PM/TA) support in theimplementation of the ISSIP including planning and design works for phase-II of the project. The PM/TA consultancy contract will beinitially for a period of 3 years with possibility for extension to cover the entire project implementation period of 6 years.  

 

The services to be provided as part ofthe PM/TA include the following three main areas of intervention: (i) provide day-to-day technical assistance in infrastructureprovision to all five ISSIP implementing agencies (HCWW, NOPWASD, and the three water and sewerage companies in the governorates ofBeheria, Gharbiya and Kafr El-Sheikh) in relevant areas of expertise including project technical, procurement and financialmanagement aspects; (ii) conduct a comprehensive Training Needs Assessment for all project implementing agencies and develop aTraining Terms of Reference (ToR) and Request for Proposals (RFP) documents forthe hiring of a separate Training Consultant inaddition to supervising the training program conducted by the selected consultant; and (iii) developing a Public-PrivatePartnership (PPP) model for private sector participation in the operation and maintenance (O&M) of wastewater treatment plants(WWTPs) including preparation of the technical specification, ToR, and RFP for tendering the O&M of two pilot WWTPsin additionto supervision of PPP pilots..

 

The HCWW now invites eligibleconsultants to indicate their interest in providing the services. Interested consultants must provide information indicating thatthey are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions,availability of appropriate skills among staff, etc.). Documentssubmitted must be in English and Arabic (3 copies of each).Consultants may associate to enhance their qualifications.

 

A consultant will be selected inaccordance with the procedures set out in the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers (current edition). To avoid any conflict of interest, a potential bidder shouldalso be aware that, if awarded the PM/TA consultancy contract, it cannot participate in any other ongoing or future contractrelated to ISSIP.
