The Drug Enforcement Administration (DEA) intends to negotiate on a sole source basis with Ceradyne Inc for body plate. The contractor shall provide the body plate as follows:

1.) The material shall be Light weight (less than 4.5 lbs); 2.) Shall have the ability to stop 7.62 Armor Piercing ammunition; and 3.) The plate shall be able to be worn stand alone while maintaining a weight of less than 4.5 lbs for a medium sized "spear cut" plate. Quantity 120 each

The Government intends to solicit and negotiate with only one responsible source under the authority of FAR 13.106-1(b), Soliciting from a single source. The Government anticipates the award of a firm fixed price purchase order. Interested parties may identify their interest and capabilities to respond to the requirement; however a determination by the Government not to open the requirement to competition is within the Government discretion.
