SPN Title: Laboratory Measurement Equipment I

This Specific Procurement Notice (SPN) follows the GeneralProcurement Notice for this Projectthat appeared in Development Business No. 699 of March31, 2007.

2.         The Government ofAlbania has received a loan from the International Bank for Reconstruction and Development toward the cost of Business Environment Reform and Institutional Strengthening Project (BERIS), and it intends toapply part of theproceeds of this loan to payments under the Contract No. G/ICB/1-2009

3. The Ministry of Economy,Trade and Energy (METE), now invites sealed bids from eligible and qualified bidders for, Laboratory Measurement Equipment I.

ICB No: G/ICB/1-2009/ Lot1. Mass measurement standards and equipment

ICB No: G/ICB/1-2009/ Lot2. Electrical measurement standards and equipments

ICB No: G/ICB/1-2009/ Lot3. Force and pressure measurement standards and equipments

ICB No: G/ICB/1-2009/ Lot4. Temperature measurement standards and equipments

4.        Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: "Procurement under IBRD Loans and IDACredits", May 2004 and is open to all bidders from Eligible Source Countries as defined in theGuidelines.

5.         Interested eligiblebidders may obtain further information from Ministry of Economy, Trade and Energy (METE), Att: Mrs. Jorida Çela, e-mail:jcela@mete.gov.al and e-mail: beris@mete.gov.al, and inspect the BiddingDocuments at the address given below from 09.00AM to 16.30PM from Mondayto Thursday and  09.00AM to 14.00 PM on Friday.

6.        Qualifications requirements include: 

Financial Capability

The Bidder shallfurnish documentary evidence that it meets the following financial requirement(s):

·      The minimum required annual business turnover for the successful Bidder in anyof the last three years (2008, 2007, 2006)should be atleast:

Lot 1: 250,000 EUR or equivalent

Lot 2: 500,000 EUR or equivalent

Lot 3: 80,000 EURor equivalent

Lot 4: 100,000 EUR orequivalent

Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

·     Thebidder should be a manufacturer who must have manufactured, tested and supplied the equipment(s) similar to the type and quantity(at least 70%) specifiedin the "Schedule of Requirements" in any of the last 3 years and which should have been in successfuloperation for at least 1 year as on date of bid opening.

·     Bidsof bidders quoting as authorized representative (dealer) of a manufacturer, meetingwith the above requirements in full, can also beconsidered, providedthat the manufacturer furnishes a legally enforceable authorization in the prescribed form assuring fullguarantee and warranty obligationsas per GCC and SCC for the goods offered.

(c)     The Bidder shallfurnish documentary evidenceto demonstrate that the Goods it offers meet the following usage requirement:

·     Thebidder should provide the list of the metrology institutes it has provided the goodsit is bidding for.

·     Thebidder should provide the list of the accredited calibration laboratories or metrology institutes it intends to use for thetraceability if calibration isrequired in the "Schedule of Requirements"

·     Thebidder should indicate which repairs will be addressed locally, and which repairs abroad. The bidder should state the conditionsfor repairs (such as transportation, insurance, customs formalities and all related expenses, repair time warranty on changed partsetc.)A margin of preference for eligible nationalcontractors shall not be applied. Additional details are provided in the Bidding Documents.

7.         A complete set of Bidding Documents in Englishmay be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee EUR 100 orequivalent.  The methodof payment will be banktransfer to:

The Bidding Documents will be sent by DHL Courier, or,at the option of the Bidder, handed to a representative of theeligible bidder. In all cases a full street and postal address must be provided with request and payment.

8.         Bids must be delivered to the address below ator before 11^oo a.m. local time,   November 12, 2009. Electronic bidding will not be permitted. Late bids willbe rejected.  Bids will be openedin the presence of the bidders'representatives who choose to attend in person or on-line at the address below at 11^oo a.m. local time, November 12,2009.  Late bids will be rejected.

All bids must be accompanied by a BidSecurity of:

Lot 1: 3,000 EURor an equivalent amount in a freely convertible currency

Lot 2: 7,000 EURor an equivalent amount in a freely convertible currency

Lot 3: 1,000 EURor an equivalent amount in a freely convertible currency

Lot 4: 2,000 EURor an equivalent amount in a freely convertible currency
