SECTION II.B: OBJECT OF THE CONTRACT (SUPPLIES OR SERVICES)

Advisory services to support the transition process and the promotion of
foreign trade.
II.2) TYPE OF CONTRACT AND PLACE OF DELIVERY OR OF PERFORMANCE: Services.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: The planned advisory services will be performed under the
TRANSFORM Follow-up Programme. The TRANSFORM Follow-up Programme is a
continuation of the successful TRANSFORM Advisory Programme by the German
Federal Ministry for Economics and Technology and the Federal Ministry of
Finance. The latter was created by the Federal Government in 1993 with the
aim of supporting the formerly communist states in Central and Eastern
Europe in establishing democracy and a social market economy. The Federal
Government is interested in a successful outcome of the transition process
and wants to strengthen the economic and political ties with the partner
countries as well. The advisory services will be performed in accordance
with the needs formulated by the partner countries.
In addition to supporting the transition process, the Follow-up Programme
aims to strengthen Germany's bilateral economic relations, thus promoting
the development of markets and employment potential on both sides. The
focus will be on the following aspects:
1. Improvement of the overall conditions for the establishment of a social
market economy through:
— advisory services on the governmental and parliamentary level,
— the promotion of modern administrative structures adapted to market
economy conditions,
— the establishment and/or strengthening of self-administered institutions
and service agencies for the business sector.
2. Promotion of the business sector through
— the promotion of small and medium-sized structures,
— the promotion of private enterprises, including business partnerships,
— the provision of loans to small and medium-sized enterprises.
3. Measures for promoting the convergence of European transition countries
with the European Union through:
— advanced training,
— the harmonisation of standards,
— the harmonisation of economic legislation.
On behalf of Germany’s Federal Ministry of Economy and Technology and of
the Federal Ministry of Finance, KfW is responsible for the implementation
of the TRANSFORM Follow-up Programme.
Target groups of the intended advisory services:
Representatives of the public and private sector, including municipal
and/or regional administrations, as well as private enterprises and
financial intermediaries.
Possible recipient countries:
Mainly Russia and Ukraine; other countries as determined by the Federal
Ministry of Economics and Technology and the Federal Ministry of Finance.
Main topics of the intended advisory services:
1. Support of the transition and reform process in the economic sector and
in the field of economic policy,
2. Support of the transition and reform process in the financial sector.

II.7) ADDITIONAL INFORMATION: Description of the planned awarding
procedure:
The planned call for tender will be carried out in German and English. The
German version of the tendering documents are legally binding. It will be
possible to submit the application to participate (Teilnahmeantrag) as
well as the offer in either German or English.
The planned Lots will be tendered together or consecutively. KfW intents
to conduct a multistage selection procedure with the objective of
concluding framework contracts for each Lot. The framework contracts per
Lot have an approximate duration of 1 year with the option to extend three
times for one year. The tender procedure is scheduled to begin in the
fourth quarter of 2009. The advisory services will be performed
predominantly in the partner countries.
Remarks:
There must be a minimum period of 52 calendar days between the publication
of this prior information notice and the publication of the corresponding
procurement notice(s).

of the private sector to strengthen their competitiveness and optimise

this Lot is approximately up to 600 person days within one year devided
into several consultancy missions of varying content, location, and
duration.
