The Drug Enforcement Administration (DEA) hereby solicits services in support of the Phoenix Field Division to provide security for the transportation of bulk quantities of marijuana in the state of Arizona.  This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  This solicitation does not commit the government to pay any cost incurred in the submission of proposals or to contract for this service.  It is also noted that the Contracting Officer is the only individual who may legally commit the Government to the expenditure of public funds in connection with this procurement. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular. FAC 2005-36. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  Solicitation number: DJD-09-R-0042 is issued as a small business set-a-side.  All proposals shall be submitted as all or none.  Alternative proposals will not be considered.  The applicable NAICS code is 561612 (Security Guard and Patrol Services), Size Standard $18.5 M.  Offerors will be evaluated based on: A. Management Capabilities/Methodology, B. Past Performance and C.
