Services to survey, layout, trench and install a Precision Approach Path Indicator (PAPI) on runway 17 runway. This installation includes the furnishing of all equipment, materials, services, testing, and incidentals necessary to place the PAPI in operation. The ideal contractor will be familiar with airport PAPI installations and conform to installation standards UFC 3-535-01, Visual Air Navigation Facilities. The standard North American Industry 335122 and the small business size standard is 575 employees. All offerors shall be required to submit a technical proposal in accordance with the instructions in the solicitation. The solicitation will be forthcoming within 1 to 2 days from the posting of this synopsis. Contractors interested in doing business with the government are required to be registered in the Central Contractor Registration database (CCR). The closing date for this requirement is September 18, 2009 at 4:00 p.m. CST.

The Government will issue a 100% set-aside for small business Request for Proposals (RFP) for the Precision Approach Path Indicators (PAPI) and the installation. The Government will evaluate offers in response to this request and award a purchase order/contract to the responsible offeror whose offer conforms to this request, and will be most advantageous to the Government considering price and other factors (e.g., past performance, delivery, socio-economic status and/or quality).

The entire solicitation package will be made available on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil Requests for copies of the solicitation package by any other means will not be honored.

Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Also, Pursuant to FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database.

This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
