SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Essex County
Council is inviting interest for the operation of two park and ride sites
in Chelmsford. The County Council will put great focus on maintaining the
high quality of service that is being provided at the current site at
Sandon since it started in 2006.
The site at Sandon is located at the junction of the A414 and A12.
The second site will be located on the A130, Essex Regiment Way, at the
junction with Back Lane. Construction on this site will begin during the
Autumn of 2009 with a planned opening between Autumn 2010 and Spring 2011.
The operation of the site has been split into 2 elements, the site
management (facilities management) and bus operation. Bids will be invited
from short listed companies to supply the following:
— Site management only at the Sandon site,
— Site management only at the Chelmer Valley site,
— Bus operation at Sandon only,
— Bus operation at Chelmer Valley only,
— Site management only at both locations,
— Bus operation only at both locations,
— Site Management and Bus operation at the Sandon site,
— Site Management and Bus operation at the Chelmer Valley site,
— Site Management and Bus operation at both locations.
The following is the indicative time frame for the completion of the
tender process:
1. Pre Qualification closes 5.10.2009;
2. Short listed suppliers will be invited to tender from the 19.10.2009;
3. The tender will close on 4.12.2009;
4. Short listed suppliers will be invited to make presentations to the
County Council between 4.1.2010 and 15.1.2010;
5. Provisional contract award to be made on or around 15th February.
