The United States Government (USG) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on the unique capability of the Reconfigurable Tactical Operations Simulator (RTOS) console/workstation suite, which is a modular, high-fidelity, soldier-in-the-loop, real-time Distributed Interactive Simulation/HLA-compliant computer simulation with the capability to support tactical data link interfaces to tactical equipment. It provides realistic air defense training and analytical capabilities. The USG intends to solicit and negotiate with Science Applications International Corporation (SAIC), 300 Voyager Way NW, Huntsville, AL 35806-3200.

This notice of intent is not a request for competitive proposals. Any responsible source who believes it is capable of meeting this requirement may submit a capability statement, proposal, or quotation, which will be considered by the agency only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the USG.
