According to the Law on the Ratification of the Loan Agreement (IBRD Loan, no. 4674-HR) between the Republic of Croatia and the International Bank for Reconstruction and Development regarding the Real Property Registration and Cadastre Project (Official Gazette MU 2/03), the Project Implementation Unit announces:

REQUEST FOR THE EXPRESSION OF INTEREST
for providing the services of Training Needs Assessment, Skills Audit and Sustainability Package

(No.: MOJ-SGA/D/CQ/09/03)

1. The Government of the Republic of Croatia concluded a Loan Agreement with the International Bank for Reconstruction and Development for the Real Property Registration and Cadastre Project. The Project is co-financed by the funds from the European Union CARDS grant, and a part of the Loan funds will be used to cover the costs of the Contract for the provision of consultant services for the Training Needs Assessment, Skills Audit and Sustainability Package.

2. On behalf of the Ministry of Justice and State Geodetic Administration, the Project Implementation Unit invites all interested consultants to express their interest to provide the requested services.

3. For this activity, an experienced consultant company should be hired to develop the Training Needs Assessment, Skills Audit and Sustainability Package for the period between January 2007 and December 15, 2009. The activity objective is to develop a review of the current status, define skill gaps and to provide recommendations about training in order to provide support to MoJ and SGA in the post-project period and to reach the standards of land administration organizations in the European Union. The expected duration of service provision is between October and December 15, 2009.

4. In the expression of interest it is necessary to submit the information on the capability to provide the requested services such as: the description of similar services provided, CVs of key staff, finished brochures, etc. The consultants can merge in order to meet the requested requirements.

5. A more detailed Terms of References with the required qualifications as well as the templates (CVs of the proposed experts and the reference list) that need to be filled out and sent together with the expression of interest, are available on the Project web site: www.uredjenazemlja.hr under „Procurement“.

6. The tender procedure shall be conducted in accordance with the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, the World Bank, January 1997 (revised September 1997, January 1999 and May 2002) according to the Consultant’s Qualifications method.

7. All interested consultants can obtain more information at the address below or by phone, Mon-Fri between 9 am and 4 pm.

8. Expressions of interest must be delivered to the address below by 11 am on September 30, 2009:
