GENERAL PROCUREMENTNOTICE REPUBLIC OFYEMEN Rain fed Agriculture andLivestock Project -RALP Agriculture Crops (30%),Animal production (30%), Agricultural extension and research (20%), Agriculture marketing and trade (20%) Credit No.4220/Yemen Project ID No.:P089259 The GOVERNMENT OF YEMEN has received credit No. 4220 Yemen financing in the amount of US$M 20 equivalent from the World Bank toward the costof the [Rain fed Agriculture and Livestock Project RALP and it intends to apply part of the proceeds to payments for goods, works,related services and consulting services to be procured under this project. This project will be jointly financed bytheIDA The project consists of the following parts. Part A: Farmer- based system of seed management: -Promoting within the Project Area ex-situ and on farmconservation of local landraces by enhancing capacity and conducting research and development activities to collect, Characterizeconserve and improve them, and ensure seed quality, Enhancing the capacity of seed producer groups to establish a network for seeddelivery and marketing of local land races in the Project Area; -Provision of equipment, services and operating costs tosupport the implementation and management of Part A of the Project. Part B: Livestock Husbandry and Health Services -Enhancing the capacity of GDAR to develop live stockstrategies, policies and regulations, and disease control and diagnosis through the provision of goods, technical advisoryservices, training and workshops. -Rehabilitation and strengthening of national and regionalveterinarylaboratories through the carrying out of works and the provision of goods, technical advisory services andtraining. -Design, construction and equipment of a live animalquarantine holding ground in Al Mocha. through the carrying out of works and the provision of goods, advisory services, and thepreparation of a design for a similar quarantine holding ground at Al Mukalla as well as conducting a needs assessment for theestablishment of quarantine holding ground at Dhobab and Haradh through the provision of technical advisory services. -Establishing a public-private partnership based on acontracting system for sanitary mandate and epidemiosurveillance, and promoting accessible delivery of proximity veterinary andanimal husbandry services and goods to livestock owners through the provision of goods, technicaladvisory services andtraining. -Provision of equipment, services and operating costs tosupport the implementation and management of Part B of the Project. Part C Productive Rural Development -Enhancing the organizational capacity of poor rural producersat thecommunity and inter-community levels to improve access to public and private services, as well as input and output marketsthrough the provision of technical advisory services and training. Acting as intermediaries for SFD. Procurement of Works: The aggregate total for works is estimated at US$2.09 million. This would include the construction of small seed storage facilitiesand outlets, improved market infrastructure, rehabilitation of laboratories,veterinary offices, agricultural district offices andthe rehabilitation of a quarantine station at AL Mokha. Procurement of Al Mokha packageshall be awarded under ICB procedures. Except AL Mokha package, all civil work contracts would beawarded under NCB procedures. Procurement of Goods: The estimated aggregate amount for goods is US$1.33 million. It willinclude equipment and products for: laboratories, seed storagefacilities, livestock epidemio-surveillance network, par veterinarians' kits, Agricultural District Offices' equipment as well astraining materials and limited number of vehicles. Contracts will, to the extent possible, be packaged together for similarproducts. Bid packages above an estimated size of US$100000 equivalent will be procured using ICB procedures. Laboratory Benching Equipments &CVL complementaryequipment &Glassware will be procured using ICB procedures. Procurement of Services: Technical assistance contracts will amount to US$ 1.1 million for international consultants and US$4.9 million forlocal consultants, including what has been termed as "non-consulting services" (below) which refers to contractual arrangementswith, for example research institutions, for carrying out certain activities. For consultancies above an estimated contract value ofUS$100000 equivalent, the selection method would be Quality and Cost-Based Selection(QCBS) and IBRD's Standard Request for Proposals (RFP) will be used for thefollowing assignments: -Training &Technical backstopping international consultancy; -Technical Expertise for the Project Implementation -Veterinary Laboratories. For consultancies involving the selection of firms below anestimatedcontract value ofUS$100,000 equivalent the selection method would be Consultants'Qualifications(CQ). Procurement of contracts financed by the World Bank will beconductedthrough the procedures as specified in the World Bank's Guidelines: Procurement underIBRD Loans and IDA Credits (May,2004 and revised October 2006 edition ), and is open to alleligible bidders as defined in the guidelines. Consulting services will be selected inaccordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May,2004 and revised October2006 edition). Specific procurement notices for contracts to be bid under theWorld Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, asthey become available, in UN Development Business and dgMarket ; and advertised for at least two consecutive days in two local newspapers. Prequalification of suppliers and contractors will be requiredfor the following contracts [NA].
