Specific details shall be included in the Request for Proposal (RFP) Number HE1260-09-R-0028 to be posted in the Federal Business Opportunities website on or about 5 September 2009 with an anticipated award date on or about 26 September 2009. The Solicitation Number is HE1260-09-R-0028 and is issued as a Request for Proposal (RFP). This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-24 & Class Deviation 2005-0001 and DCN 20080303.
