Please be advised that the deadline for bid submissionand bid opening has been extended from November 9, 2009 to November 16, 2009. 1. This Invitation for Bids follows the General ProcurementNotice for this Project that appeared in United Nations Development Business, Issue no. 729 of 30 June 2008. 2. The Greater Amman Municipality has receiveda loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of Amman Solid Waste ManagementProject and it intends to apply part ofthe proceeds of this loan to payments under the Contract for Construction of the Third Cellat the Existing Ghabawi Landfill, Amman, Jordan[ 223/1/2009 ]. This contract will be jointly financed by Greater AmmanMunicipality. Bidding is open to firms and voluntarily formed jointventures from eligible source countries. 3. The Greater Amman Municipality now invitessealed Bids from eligibleand qualified Bidders for the construction of the Third Cell at the existing Ghabawi Landfill located inthe eastern part of Amman City. The scope of work is as follows: i. Earthworks: Excavation, construction ofside-slope embankments, grading and compaction, approximately 500,500 m 3 as cut and 46,100 m 3 as fill. Thetotal surface area of Cell # 3 is 110,200 m 2; ii. Supply and installation of Geosyntheticsincluding HDPE Geomembrane,GCL, Protection Geotextile, Filtration Geotextile, and HDPE Geopipes; iii. Construction of leachate collection system,as follows: a. D 160 mm geopipe (inside diameter) approximately 955 m. b. D 280 mm geopipe (inside diameter) approximately 1255 m. c. D 400 mm geopipe (inside diameter) approximately 190 m. iv. Reshape and restoration of the existing Cell # 1 grades and lining repair.Approximately moving 50,000 m3 of waste; v. Quality assurance and quality control;and vi. Production of As-Built Drawings and As-Built work file. The delivery/construction period is Seven (7) calendar months including the mobilizationperiod. 4. Bidding will be conducted through theInternational Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004 Edition, revised in October2006) and is open to all Bidders from Eligible Source Countries asdefinedin the Bidding Documents. 5. Interested eligible Biddersmay obtain further information from the address given below and inspect the Bidding Documents at the address given below from 09.00 AM to 02.00 PM Amman localtime. 6. Qualificationsrequirements are specified in the bidding documents and they include: i. Earthwork contractor shall have Excavated atleast (2,000,000) m 3 of earth material in the last (5) years; ii. Geomembrane Installer shall have installedHDPE 2 mm geomembrane material for at least (3) completed landfill projects in the last (5) years having a total minimum area of(500,000) square meters. The installer must be approved by Geomembrane manufacturer; iii. GCL installer shall have installed GCLmaterial for at least (3) landfill projects of comparable scope and complexity in the last (5) years having a total minimum area of(500,000) square meters of the proposed GCL. The installer must be approved by GCL manufacturer; iv. Minimum average annual turnover of Eight Million United States Dollars (US$8,000,000) equivalent, calculated as total certified payments received for Landfill construction or similar contracts in progressorcompleted, within the last Five (5) years [2004-2008]; and v. Minimum cash-flow requirement of One Million and Five Hundred Thousands UnitedStates Dollars (US$ 1,500,000) equivalent. A margin of preference foreligible national contractors/joint ventures shall not be applied. 7. A complete set of Bidding Documents inEnglish may be purchased by interested Bidders on the submission of a written Application to the address below and upon payment ofa no refundable fee of JD 500 or any equivalent amount in any convertible currency.
