GENERAL PROCUREMENT NOTICE


The Republic of Indonesia has received financing in the amount of US$ 16,000,000 from the World Bank toward the cost of the Decentralized Management of Natural Resources and Renewable Energy Project (Green PNPM), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

Green PNPM’s development objective is that rural communities in target locations benefit from improved natural resource management NRM practices and the use of RE technology. This objective is achieved through: (i) mainstreaming NRM issues in the community-driven development planning process; (ii) increasing environmental awareness and related management capacity of communities and government stakeholders; and (iii) disbursing block grants to fund environmentally supportive ‘green’ projects at the kecamatan and kabupaten level. The executing agency for the project is the Directorate General of Community and Rural Empowerment (Ditjen PMD), Ministry of Home Affair.

The project will include the following components:

1. Block Grants for community-managed ‘green’ sub-projects, which include Kecamatan-level block grant for Natural Resource Management (NRM) and Renewable Energy (RE), Kabupaten-level block grant for NRM and RE, and Block Grants earmarked for Micro-Hydro Power (MHP) sub-projects.

2. Technical Assistance (TA) to the project; this will include consulting services to provide specialists at national and provincial level, and ‘green’ facilitators at kabupaten and kecamatan levels; goods and workshops/training to be procured under International Competitive Bidding (ICB) procedures.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised October 2006, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and local newpaper Media Indonesia.
