REPUBLIC OF CROATIA MINISTRY OF HEALTH AND SOCIAL WELFARE Development of EmergencyMedical Services and Investment Planning Project IBRD 7598 HR CONSULTANT ASSIGNMENT REQUEST FOR EXPRESSION OF INTEREST The Republic of Croatia received Loan no. 7598 HR from the International Bank for Reconstruction and Development (The World Bank) for the support of Development of Emergency Medical Services and Investment Planning Project (DEMSIPP) objectives and intends to apply part of loan proceeds for acceptable payments underconsultants contract #Defining methods of work, conditions and technicalcapabilities of EMS dispatch units and methods of cooperation with other emergency services. Implementing agency is Ministry of Health and Social Welfare,in accordance with contracted administrative and financial practice. The overall objective of theassignment is to develop guidelines/protocols/algorithms for the work of EMS dispatch units, which should enable ongoing 24-hourmonitoring of pre-hospital EMS, including all interventions, depending on the requirements from the field; to develop protocolsthat should facilitate communication and information exchange (horizontal and vertical); and to identify specific and continuingtrainings for staff in pre-hospital EMS dispatch units. The assignment is expected to require 12 weeks of workcovering the period of two months between October and December 2009. Estimated 12 weeks of work include 7 weeks of internationalexpertise and 5 weeks of local expertise and includes: - EMS dispatch units, protocols of cooperation and coordination with other emergency services, protocols for the work ofpre-hospital EMS dispatch units in cases of major accidents and disasters, operating procedures for communication and informationexchange (horizontal and vertical), training curriculum for staff in pre-hospital EMS dispatch unitsand administrative operatingprocedures
- Guidelines on the adoption of guidelines/protocols/algorithms under item 1, training implementation methods and methods ofsupervising the implementation of guidelines/protocols/algorithms
The expected output should be developedguidelines/protocols/algorithms, as well as a system for their adoption in accordance with tasks/activities set out in the tablewhich is part of Terms of references. Ministry of Health and Social Welfare invites all eligible bidders toexpresstheir interest. - Prior experience in working with two or more transition countries in the area of health reform, preferably in EU accessioncountries;
- Preferably have experience in working with a EU member state in the area of health reform; and
- Demonstrated experience in at least 3 assignments of similar size andscope in the last 3 years-in form of writtenevidence
