CONSULTANT ASSIGNMENT

REQUEST FOR EXPRESSION OF INTEREST

 

The Republic of Croatia received Loan no. 7598 HR from the International Bank for Reconstruction and Development (The World Bank) for the support of Development of Emergency Medical Services and Investment Planning Project (DEMSIPP) objectives and intends to apply part of loan proceeds for acceptable payments underconsultants contract #Defining methods of work, conditions and technicalcapabilities of EMS dispatch units and methods of cooperation with other emergency services.

 

Implementing agency is Ministry of Health and Social Welfare,in accordance with contracted administrative and financial practice.

 

The general objective of the assignment is to developguidelines/protocols/algorithms and a system for their adoption, which should help the staff in pre-hospital EMS and integratedhospital EMS departments todefine their roles and responsibilities with regard to patient care in line with generally acceptedevidence-based standards adjusted to Croatian conditions. Specific guidelines/protocols/algorhytms will be developed for every typeof intervention. The practical implementation will depend on a particular set of circumstances in a given situation so thatpatients could be provided with the most effective care. 

The assignment is expected to require 8 weeks of work by ateam of experts covering the period of two months between October and December 2009. Estimated 8 weeks of work include 5 weeks ofinternational expertise and 3 weeks of local expertise and includes development of:

 

1.     Guidelines/protocols/algorithms
on patient care in pre-hospital and integrated hospital EMS departments for doctorsand medical nurses

  1. Guidelines/protocols/algorithms on major accidents and disasters for doctors and medical nurses inpre-hospital and integrated hospital EMSdepartments
  2. Guidelines on the adoption of guidelines/protocols/algorithms, training implementation methods and methods ofsupervising the implementation of guidelines/protocols/algorithms

Theexpected output should be developed guidelines/protocols/algorithms, as well as a system for their adoption in accordance withtasks/activities set out in the table which is part of Terms of references.

 

Ministry of Health and Social Welfare invites all eligible bidders toexpresstheir interest.

Consultant will be selected in accordance with World Bank's guidelines: Selection and Employment of Consultants by WorldBank Borrowers ) iz svibnja 2004.g, revised October 2006

The organizationcontracted will have:

·      Experience in health sector reform, preferably in the area of EMS services;

·      Prior experience in working with two or more transition countries inthe area of health reform, preferably in EU accessioncountries;

·      Preferably have experience in working with a EU member state in the area of health reform; and

·      Demonstrated experience in at least 3 assignments of similar size and scope in the last 3 years-in form of written evidence
