Summary scope of contract: To Prepare and implement an annual action plan to provide OST with selected harm reduction and HIV prevention services including client recruitment and staff training in the selected location.
The objective of the Community based pilot of OST, as part of essential harm reduction services, to 200 injecting drug users in Kabul, is to prevent further transmission of HIV through injection of drugs and thereby to reduce the adverse health, social, and economic impact of HIV on IDUs. The length of the program will be up two years. The opioid substitution medication of this pilot is methadone, based on the recommendations of the technical expert OST meeting in Kabul, October 2007, and on global best practice. The specific objective of the pilot is to assess the feasibility of providing methadone as part of a package of harm reduction services, in the Afghanistan context. An important reference source for this activity is the American Journal of Psychiatry May 2007; 164:797-803. The work will be done under supervision of the NACP and in close coordination with other key ministries and partners in selected locations

Scope of Services: The implementing Consultant will provide the following services to the IDUs to enable them to improve their knowledge, attitudes, skills, behavior and health for HIV prevention:
a) Prepare and implement an annual action plan to provide OST with selected harm reduction and HIV prevention services including client recruitment and staff training in the selected location.
b) Provide methadone substitution therapy to 200 (I)DUs in Kabul.
c) Monitor the pilot closely, keep records, and provide timely reports
d) Operate with ethical considerations and community sensitivities.
e) Carry out such tasks and actions as the Manager; NACP reasonably requests to respond to the HIV epidemic in Afghanist
