Western Area Power Administration (WAPA), Sierra-Nevada Region (SNR)intends to award a contract on a sole source basis to Open Access Technology International, Inc (OATi) under the authority of Section 4202 of the Clinger-Cohen Act of 1996. , only one responsible source to proprietary software maintenance and support. The North American Industry Classification System (NAICS) is 511210; size standard is $25.0 million. The basis for the sole source award to OATi is outlined in the Single Source Justification attached. The proposed contract is for supply/ services which the Government intends to solicit and negotiate with only one source under the authority FAR 13.5. The resulting procurement will be conducted in accordance with FAR Part 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All responsible sources may submit a capability statement in response to this requirement, which shall be considered by the agency. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
