The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office, intends to procure Education and Training Services, which includes instruction at the Naval Training Support Center, San Diego, CA in support of the local learning sites of the Center for Naval Engineering (CNE) and Center for Service Support (CSS). Services shall include instruction of courses/content, remediation/testing assistance for students (including military and civilian), maintenance of instructional technical training equipment, curriculum maintenance and related travel. Performance of the services may require the use of any or all of the following instructional environments: Instructor Led, Computer/web based or Blended Instruction. The goal of these services is to produce a proficiently trained student meeting the performance and course completion standards as determined by the Navy for instruction received. Services are anticipated to be performed as requirements materialize by issuance of individual task orders under fixed price, indefinite delivery, indefinite quantity (IDIQ) type contract arrangement. The resultant solicitation will be issued as a Request for Proposal (RFP). The RFP shall include a one-year base period of performance and contain provisions for four (4) additional, consecutive, twelve (12) month option periods to cover the period of FY11 through FY15. FAR Clause 52.217-8 entitled, "Option to Extend Services" will be included the RFP. Services shall commence 30 days after award date. The RFP will include the estimated quantity of work, course operating hours, course length, annual student throughput, class size, course descriptions, ratios of instruction, learning objectives, estimated class convening schedules and special course requirements This is an unrestricted acquisition and the resultant RFP shall require submission of technical and cost proposals. The applicable North American Industry Classification System (NAICS) Code and size standard are 611310 and $7M, respectively. All responsible sources may download the solicitation and submit a proposal, which shall be considered by FISC Norfolk Contracting Department, Philadelphia Office. The Government will not pay for information received. The RFP will be made available electronically upon its release at: http://www.neco.navy.mil and will specify a closing date. All contractors that intend on submitting a proposal must be registered in the Central Contractor Registration (CCR) website, www.ccr.gov. These services are currently being provided by San Diego Community College of San Diego, CA under contract N00140-06-D-0007 and the value of the contract was $18,454,318.88, inclusive of a base and 4 options years.
