THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA AREAWIDE PUBLIC UTILITY CONTRACTS FOR ENERGY MANAGEMENT SERVICES THAT PROVIDE UTLITY SERVICES TO THE FACILITY.The G.V. (Sonny) Montgomery VA Medical Center in Jackson, MS, has a requirement to Remove existing and install new storefront windows, doors, insulated metal panels, and associated frames. Provide insulated spandrel glass panels in all locations where insulated metal panels are. Insulated spandrel glass panels shall be a manufacturer's standard product offering and have an insulating value of R-14, minimum. Dispose of removed materials in accordance with all federal, state, and local laws. Windows, doors and insulated spandrel glass panels shall be sealed and caulked in accordance with the manufacturer's instructions using approved elastomeric sealants and other approved durable materials. All fasteners and hardware shall be stainless steel unless specified otherwise. Protect, prepare and repair (as necessary) all interior surfaces affected by this project. Existing window screens, shades, curtains, treatments, security partitions, etc. shall be removed, protected, stored, and reinstalled by the contractor. Work shall include all patch and repair work necessary to prepare the existing openings for the new window/door units. It shall be the contractor's responsibility to document the condition of each and every interior & exterior space affected by this project. Install an approved window tinting film on all existing storefront to remain in the I-Building, all levels - basement through 3rd floor. The total transmission of solar ultraviolet radiation of air mass = 2 over the spectral range of 3000 to 3800 angstroms shall be 99.9% minimum when measured with an integrating sphere spectrophotometer referenced by ASTM E-903. Additionally, the film shall have an IR transmission of less than 3% when measured between 900 - 1000 nanometers. The window tinting film shall be warranted by the film manufacturer for a period of fifteen (15) years in that the film will maintain solar reflective properties without cracking, crazing, delaminating, bubbling, peeling or discoloration. The North American Industry Classification Systems (NAICS) code is 238350 with a size standard of $14M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The purpose of this modification is to change this requirement to an open market Service-Disabled Veteran-Owned Small Business set aside. The G.V. (Sonny) Montgomery VA Medical Center in Jackson, MS, has a requirement to Remove existing and install new storefront windows, doors, insulated metal panels, and associated frames. THIS REQUIREMENT IS SET ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSBs) UNDER PUBLIC LAW 109-461. Offerors must be registered in the Central Contractor Registry and the VetBiz Registry to receive an award. The North American Industry Classification Systems (NAICS) code is 238350 with a size standard of $14M. The magnitude of this project is between $1,000,000.00 and $2,000,000.00. The amended Invitation for Bids (IFB) for this requirement, number VA-256-09-RA-0274, will be published on the FBO web site on or about November 18, 2009. The IFB will contain the Statement of Work, drawings and information necessary to submit a bid for the project. A Site Visit is tentatively scheduled on Thursday, November 19, 2009 at 10:00 AM local time (see solicitation when available for details). Successful offeror will be required to provide Payment and Performance Bonds within 10 calendar days of contract award notification. Period of Performance is expected to be approximately 270 days from the issuance of the Notice-To-Proceed.
