THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA AREAWIDE PUBLIC UTILITY CONTRACTS FOR ENERGY MANAGEMENT SERVICES THAT PROVIDE UTILITY SERVICES TO THE FACILITY.The G.V. (Sonny) Montgomery VA Medical Center in Jackson, MS, has a requirement to provide and install 6.75 megawatts (standby), 6 megawatts (prime) electrical generation facilities to serve the non-essential electric, load curtailment, and load management needs of the G.V. (Sonny) Montgomery Medical Center in Jackson, Mississippi. This work shall be "turn-key" or design/build in nature to include the following: 1) Engineering & Design services; 2) Water-cooled, Diesel Engine Generator Equipment; 3) Pad-mounted, utility grade transformers; 4) 15kV Utility/Generator-paralleling switchgear; 5) Utility Metering provided/relocated to comply with Entergy's metering requirements; 6) Comprehensive Construction, Equipment Installation and Startup Services; 7) Contract with Johnson Controls to completely integrate all generator and switchgear communications data (including individual & comprehensive fuel use and electric & natural gas metering data) with the VA Medical Center's existing Johnson Controls, Inc. MetaSys system; 8) Comprehensive Training for Operation & Maintenance personnel; and 9) 1-year (minimum) warranty on all materials and workmanship. Generator and Pad-Mounted Transformers shall be located on the existing grassy area adjacent to MV Switchgear Building and Utility Substation. Mount equipment on reinforced concrete pads using an engineered design extending from fence line to parking lot curb (at minimum.) No unsealed concrete joints shall be allowed beneath equipment. The government will remove existing fuel tanks and provide general location information for existing site utilities. All other site work is the responsibility of the contractor. The project and installation shall meet all current JHACO (Joint Commission on the Accreditation of Healthcare Organizations), IEEE/ANSI C2-2007 (National Electrical Safety Code), and NFPA (National Fire Protection Association) Code requirements including fuel, gas, electrical, life safety and others. The Jackson VAMC is currently JHACO-accredited and the facilities fully meet all NFPA Code requirements. The system shall be directly connected to Entergy-Mississippi's electrical distribution network as a non-utility generator. The system design shall be fully coordinated with and meet all EPA emission requirements, as well as Entergy and Mississippi Public Service Commission interconnection requirements. All necessary utility connection, construction and permitting fees shall be borne by the Contractor. The North American Industry Classification Systems (NAICS) code is 237130 with a size standard of $33.5M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS.
