Request for Expression of Interest

The Government of Sierra Leone (GoSL) through the Ministry of Transport and Aviation has received a grant from the Investment Climate Facility for Africa (ICF) towards the cost of the Airport Transfer Project (ATP), and intends to apply part of the proceeds of this grant for the payment under the contract for the preparation and implementation of a unified streamlined regulatory and administrative framework for the ATP and the establishment of a One-Stop Shop, to be referred to as the Airport Transfer Unit (ATU).

The services will include the following:

1.1 Compile appropriate and relevant sections of the individual regulations and administration policies (SLMA, SLPA, SLAA, and SLCAA) that specifically relates to the Lungi to Freetown Transfer and Freetown Peninsular.
1.2 Develop a unified and simplified regulation and administration policy that specifically deals with the Lungi to Freetown Transfer and Freetown peninsular with the aim of reducing the time and cost in doing business and improving the investment climate in Sierra Leone.
1.3 Recommend and facilitate the establishment and implementation of a One-Stop Regulatory and Administrative Shop, Airport Transfer Unit (ATU), for the Licensing, Regulating, Monitoring, and Supervision of all equipments.
1.4 Develop procedures for registration, licensing, and permitting of equipment and operators and for monitoring, supervision, and enforcement of regulations for the same including concessioning of transport infrastructures.

The Ministry of Transport and Aviation through the Project Management Team now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the ICF’s Procurement Guidelines: Selection and Employment of Consultants, in conjunction with the policies and guidelines of the National Public Procurement Authority of Sierra Leone.

Interested consultants may obtain further information at the address below between the hours of 10:00 and 16:00 every weekday.

Expressions of interest must be delivered to the address below by 12:00PM on November 6, 2009.
