II.1.5) Short description of the contract or purchase(s): The purpose of
the acquisition:
The National Library would like to digitise its entire collection over the
next 20 years.
The collection is diverse and the digitisation program currently includes
the following original items:
— 450 000 books,
— 2 000 000 periodicals,
— 4 700 000 newspapers (more than 60 000 000 pages),
— 1 300 000 images (photographs and postcards),
— 60 000 posters,
— 200 000 maps,
— 4 000 000 manuscripts,
— 200 000 printed music scores,
— 1 900 000 small prints,
— 1 000 000 hours of radio,
— 80 000 hours of music,
— 250 000 hours of film and television.
The digital images should be of good quality and represent the originals
in a credible manner, i.e. with a high degree of authenticity.
Metadata will also be produced for the digital images so that these can be
linked to existing databases where the original material is registered
and, in some cases, also catalogued. This shall provide users with access
to the National Library’s collections using digital services.
It is important to source digitisation equipment and digitisation methods
that are cost effective, while also achieving the desired quality.
Most media types are such that the original items must be dealt with
gently during the entire digitisation process to avoid being damaged.
During book digitisation when we have multiple copies of books, we
dismantle one copy in order to scan it with a sheet-feed scanner. The book
covers are then scanned in another scanner, and the books are completely
destroyed following the digitisation process.
In cases where the National Library only has a few copies of a book, these
are scanned in an automated scroll scanner. Although this works well for
most books, at least as long as the books are in fairly good condition, we
would like to supplement this with new equipment to increase the portion
of books that can be automatically scroll scanned. For example, we have
books that are in such poor condition that a more careful browsing
functionality than we currently have is required. We also have books in
our collection that we do not want to open fully for scanning. We would
like to scan these in a scanner that works with books in a V shape.
It will therefore be important during the validity of this framework
agreement to find alternative automated digitisation methods, so that an
even larger part of the book collection can be automatically digitised. In
addition, we would like to buy several scanners similar to those that we
currently have, to increase the total digitisation capacity.
Description of the current solution:
The National Library has already set up digitisation activities for
several media types. These include everything from workstations for
preparation of the originals for digitisation, through the actual
digitisation process, to finishing in the form of OCR processing, metadata
production and structuring of digitised content.
The National Library’s digital repository is central to the digitisation
initiative. All digital items in the National Library are archived here
for the long term, whether they are delivered in digital form or digitised
through the National Library’s own digitisation program.
The National Library currently uses the following digitisation equipment,
that shall be replaced or complemented:
— Books,
— Books that we have several copies of and which can be destroyed
following scanning, are digitised with automatic Microform S655 Color Scan
sheet scanners,
— The recordings are made in 400 dpi, 24-bit colour, TIFF format,
— Books that we have only a few copies of and which shall go back in the
archives following scanning are digitised with either manual i2s Suprascan
scroll scanners or with automated 4DigitalBooks DL3000 scroll scanners,
— The recordings are made in 400 dpi, 24-bit colour, TIFF format,
— Newspapers,
— are currently digitised individually with manual i2s Suprascan scroll
scanners or in bound form with automated 4DigitalBooks DL3000 scroll
scanners,
— The recordings are made in 400 dpi, 24-bit colour, TIFF format,
— Manuscripts,
— are currently digitised with Hasselblad H2 39mp digital cameras or with
manual i2s Suprascan scroll scanners,
— The recordings are made in 400 dpi, 24-bit colour, TIFF format,
— Maps/posters,
— are currently digitised with Hasselblad H2 39mp, H3 50mp digital cameras
or with manual i2s Suprascan scroll scanners,
— The recordings are made in a minimum of 400 dpi, 24-bit colour, TIFF
format,
— Images (photo techniques and printed photos),
— Photo paper (positives) is currently digitised with Hasselblad H2 39mp,
Hasselblad H3 50mp digital cameras, or with manual i2s Suprascan (A0)
scroll scanners. Either Kaiser light tables (under lights) or Lupo light
banks (over lights) are used as a light source for the Hasselblad cameras,
— The recordings are made in a minimum of 300 dpi, 24-bit colour, while
black and white photos are taken in 16-bit. If the photos are
colour-damaged or bleached or similar the colour recordings are made in
48-bit colour. Black and white photos with colour damage (usually
yellowing) are taken in 24-bit colour. The images are stored in
uncompressed TIFF format,
— Large format and medium format film/glass (negative or positive) are
digitised with either Hasselblad H2 39mp, Hasselblad H3 50mp digital
cameras or with Hasselblad x5 film scanners. Kaiser light tables (under
lights) are used as a light source for the Hasselblad cameras,
— Depending on the characteristics of the originals, recordings are made
between 900 and 2650 dpi. Colour photos are taken in 48-bit colour, while
black and white photos are taken in 16-bit black and white. Black and
white photos with colour damage (usually yellowing) are taken in 24-bit
colour. The images are stored in uncompressed TIFF format,
— Small format film/glass (negative or positive) is digitised with either
Hasselblad H2 39mp, Hasselblad H3 50mp digital cameras, or with Hasselblad
x5 or Nikon Coolscanner film scanners. Kaiser light tables (under lights)
are used as a light source for the Hasselblad cameras,
— Depending on the original format, the recordings are made between 900
and 2650 dpi. As a rule, colour photos are taken in 48-bit colour, while
black and white photos are taken in 16-bit black and white. Black and
white photos with colour damage (usually yellowing) are taken in 24-bit
colour. The images are stored in uncompressed TIFF format.
General technical requirements:
The National Library would like to acquire digitisation equipment that our
scanner operators can operate in an appropriate and responsible manner
with regard to health, safety and the environment. This factor is included
in the user-friendliness evaluation point. It would be an advantage if,
for example, the digitisation workstations could be height adjusted and
adapted to individual needs.
To ensure that digital reproduction is of high and consistent quality,
with authentic expression (colour reproduction, sharpness, etc.)
digitisation equipment and its associated software must have the necessary
calibration options. To the extent that individual profiling procedures
optimise digitisation equipment and its image quality, requirements, the
necessary additional equipment and the procedures for using these must be
described specifically.
There will be a need to scan items in our collection with a
cross-polarised recording light. If any of the equipment suppliers can
offer this, we request that this is particularly specified in the bid.
As a starting point, the National Library would like to digitise the
collections at a recording quality of 400 dpi. This is not an absolute
requirement if the digitisation method is otherwise appropriate, and the
quality of the result is of an equivalent level.
Continuous production time is planned for the book scanners from 07:00 to
20:00, five days/week. It is therefore desirable that the digitisation
equipment is be able to transfer the data produced during production, so
that the scanners do not need to be stopped when this is taking place.
This is clarified by calculating an average week’s production within the
said working hours.
It is desirable that the supplier delivers turnkey digitisation solutions,
where, for example, accompanying computers and possibly screens are
included. This makes it possible to submit bids right down to individual
equipment level.
In addition, suppliers should be able to offer training in the use of the
digitisation equipment and maintenance agreements for the digitisation
equipment that is being offered. Proposals for the maintenance agreement
must be attached to the bid and, if a distributor is to handle this, it
should be clear how second line support, directly from the manufacturer,
can take place when necessary. The agreement must contain an escalation
procedure with set time frames for when what shall/may be done in the
event of any future operational deviations.

TITLE: Automated scroll scanners
1) SHORT DESCRIPTION: Scanners that browse through books, newspapers and
magazines and scan page by page with minimal assistance from the scanner
operator will be needed.
Specifications:
— Average digitisation speed (A3 + format in 400 dpi RGB) greater than 499
pages per hour over a 14-hour period,
— Image resolution greater than 399 dpi,
— Detection of double and loose pages with the possibility of manual
correction during the process,
— File format - uncompressed TIFF or lossless compressed JPEG2000 format,
— Possibility of managing colours through the use of custom scanner
profiles,
— Data transfer from the scanner resolution of at least 1 Gb/s with
support for TCP/IP protocol,
— Support for SAMBA, NFS and/or FTP for transfer of files is desirable,

TITLE: Automated scroll scanners – V shape
1) SHORT DESCRIPTION: It would be desirable to supplement our
4DigitalBooks DL3000 scanners with scanners that use the V shape
digitisation methods, i.e. a method that means that the books do not have
to be opened fully.
Specifications:
— Average digitisation speed (A4 + format in 400 dpi RGB) greater than 299
pages per hour over a 14-hour period,
— Image resolution greater than 399 dpi,
— Detection of double and loose pages with the possibility of manual
correction during the process,
— File format - uncompressed TIFF or lossless compressed JPEG2000 format,
— Possibility of managing colours through the use of custom scanner
profiles,
— Data transfer from the scanner resolution of at least 1 Gb/s with
support for TCP/IP protocol,

LOT NO 3
TITLE: Manual scanners
1) SHORT DESCRIPTION: Books, newspapers and magazines shall preferably be
scanned with automated scroll scanners, but in some cases the condition of
these is so bad that we prefer to scan them manually. In addition, we need
scanners that can scan maps and posters effectively.
Manual scanners will be needed for scanning books, newspapers, magazines,
manuscripts, maps and posters.
The needs within this scanner category may be covered through buying
various types of scanners that cover partial needs, so that together these
will cover all our needs in terms of scanning format and functionality.
Specifications:
— Possibility of individual adjustment of working position for the scanner
operator. Preferably both sitting and standing,
— An average digitisation speed greater than 199 pages per hour (A4+
format, 400dpi, RGB) over a 14-hour period,
— Image resolution greater than 399 dpi,
— File format - uncompressed TIFF or lossless compressed JPEG2000 format,
— Possibility of managing colours through the use of custom scanner
profiles,
— Possibility of digitisation with and without glass,
— Data transfer from the scanner resolution of at least 1 Gb/s with
support for TCP/IP protocol,

positions for the scanner operator,
— An average digitisation speed greater than 1499 pages per hour (A4+
format, 400dpi, RGB) over a 14-hour period,
— Image resolution greater than 399 dpi,
— Detection of double sheets with the possibility of manual correction
during the process,
— Option of automatic cropping,
— Option of automatic straightening of skewed pages,
— File format - uncompressed TIFF or lossless compressed JPEG2000 format,
— Possibility of managing colours through the use of custom scanner
profiles,
— Data transfer from the scanner resolution of at least 1 Gb/s with
support for TCP/IP protocol,

— RAW files with the possibility of converting to uncompressed TIFF
format, high bit depth,
— Possibility of using custom scanner/camera profiles,
— Data transfer from the scanner resolution of at least 1 Gb/s with

TITLE: Open category equipment
1) SHORT DESCRIPTION: Based on the explanation of media types that we
would like to digitise in the form of digital images, there may be types
of equipment that we in the contracting authority are not familiar with.
We are starting with this category so that bids may be submitted for types
of equipment that do not fit into other categories. This category will be
evaluated separately.
Specifications:
— RAW files with the possibility of converting to uncompressed TIFF
format, high bit depth,
— Possibility to use custom scanner/camera profiles,
— Data transfer from the scanner resolution of at least 1 Gb/s with
support for TCP/IP protocol,

3) Single or parrallel framework agreements?:
Contract will be etsablished with one or several suppliers within each
product group. The choice of type of contract will be based on the
economically best offer. (See our competition basis document).
For product groups 1-5:
The contracting authority is free to choose to enter into a framework
agreement with one or several suppliers following an assessment of that
which appears to be most advantageous, cf. point I.5.2.
The following options may apply:
1) A framework agreement with a full-service supplier
2) A framework agreement with several full-service suppliers
3) A framework agreement with a full-service supplier and one or several
different suppliers for all or individual product groups.
4) A framework agreement with different suppliers - where no one is a
full-service supplier - for the individual product groups.
On entering into framework agreements with several suppliers within each
product group, a minimum of three per product group will be selected.
This, however, is provided there is a sufficient number of suitable
suppliers and bids.
Options 2 and 3 will be selected if the contracting authority has
concluded that it is most advantageous to award the framework agreement to
a main supplier, cf. further evaluation of the partial bid below, but it
is necessary to enter into agreements with several suppliers to ensure
delivery (re capacity/ability to deliver/time of delivery), or it is
desirable to secure the range of products.
When selecting between option 4 or the other three options, an assessment
will be made regarding whether combinations of partial bids will be the
most advantageous, or whether it is most advantageous to award the entire
contract to one supplier. This evaluation occurs in accordance with the
specified award criteria.
The contracting authority thus reserves the right to divide up the bids
and is not obliged to evaluate and award per category, so that the bid
that is seen in isolation as being ranked no. 1 in the applicable category
is awarded a contract for this.
When selecting several suppliers, call-offs will take place in order of
priority. This is so that no. 1 is asked first, and then no. 2, if no. 1
cannot deliver.
5) Terms of contract:
SSA-K condensed ("Condensed Sale and Purchase Agreement", see appendix 1)
is the standard contract that forms the basis of the agreements, but with
the modifications/additions listed in our contract basis document chapter
III. Both an official Norwegian and English version of the standard
contract is enclosed with the Competition basis document.
