COMMERCIAL/FINANCIAL DIRECTORS FOR BRODARSKI INSTITUT (1 POSITION) AND RUDER BOSKOVIC INSTITUTE (1 POSITION)

1. The Republic of Croatia received funds through the World Bank for the Technical Assistance Project for Institutional and Regulatory Reform for Private Sector Development (TAL-2). The Ministry of Science and Technology (MOST) is using a portion of those funds for the preparation of Science and Technology Project (STP). Within this framework, MOST intends to proceed with restructuring of the Research and Development Institutes (RDIs) particularly the accounting, process and management practice. For this purpose it is proposed to employ a Commercial/Financial Directors (2 positions) whose main responsibility will be to advise the senior management of the RDIs and guide them through the change process.
2. The services include: coordinating the change process, managing a number of studies associated with the restructuring, assisting with implementing the results of the studies and training other staff in commercial and finance aspects. A number of studies are currently planned and these include the accounting and MIS systems, HR policies and procedures, commercial procedures, support services review, market research, business development and training requirements.
3. The new Directors should not only have considerable experience of the commercial world but also have a scientific or technological background and preferably significant international experience.
4. The Ministry of Science and Technology now invites eligible candidates to indicate their expressions of interest for the above job with the information about qualification and previous performance on similar jobs (cover letter, main profile, CV, recommendations etc.).
5. A candidate will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002). The selection process will follow the Individual Consultants Selection based CVs received. The incumbents are expected to be Croatian nationals living in Croatia or returning from abroad.
6. Interested consultants may obtain further information for the services from background documents at the address below from 9.00 to 16.00 hrs.
7. Expressions of interest must be delivered to the address below by May 21, 2003.
