SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:

II.1.4) Short description of the contract or purchase(s): The 15th
Conference of the Parties (COP 15) of the UN Framework Convention on
Climate Change will take place in Copenhagen from 7.12.2009 to 18.12.2009.
The Danish Ministry of Foreign Affairs is responsible for the logistics of
the conference including the logistics of media coverage. Due to this
responsibility, the Ministry is inviting tenders for the services of host
broadcaster. The host broadcaster will be responsible for television and
radio coverage and will be the official television and radio agent of the
Conference. The duties will include:
— Setting up an International Broadcast Centre which accommodate all
facilities and services provided by the host broadcaster.
— Setting up a booking office and offer commercial broadcast services
(satellite time, cable capacity, recordings of past events and meetings,
editing and play-out facilities etc).
— Setting up the infrastructure necessary to cover all camera positions
and meet the needs of broadcasters with respect to distribution and
transmission including delivery of television and radio feeds to a large
number of TV and radio cubicles and a number of radio outlets (XLR
distribution units).
— Camera coverage of two plenary conference rooms, two press conference
rooms, a number of stand-up positions and a number of ad hoc positions
(ENG teams).
— Close cooperation with the provider of conference services (audio,
light, CCTV etc). This includes integration of video and audio feeds,
agreements on light, control of robot cameras etc.
— Close cooperation with the provider of webcasting (delivery of PAL
signal as a minimum).
— Delivery of television and radio feeds to international distributor (PAL
and NTSC, SDI 4/3 and/or 16/9 etc).
The host broadcaster may be required to organize the provision of a
satellite downlink. The host broadcaster shall comply with these duties
throughout the entire duration of the Conference and ensure proper
preparation and testing of all installations and facilities. There will be
a plan covering the approx. seven months from the planned signature of the
contract to the beginning of the Conference, which leaves time for early
installation of parts of the infrastructure and thorough testing. This
implies that the host broadcaster must provide sufficient staff for
preparation, for continuous coverage during the Conference and for rapid
dismantling of the equipment when the Conference closes. The host
broadcaster must envisage to deliver a Final Report after the ending of
the Conference. Further information will be given in the call for tender
documents. The Ministry of Foreign Affairs expects to enter a contract
with host broadcaster in the beginning of April 2009.

VI.1) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY
COMMUNITY FUNDS: No.
VI.2) ADDITIONAL INFORMATION: The tender documents can be obtained at the
contact point(s) mentioned in section I.1. Regarding section III.2.3: A
tenderer may rely on the capacities of other entities (e.g. a parent
company or a subcontractor), regardless of the legal nature of the links
which it has with them. A tenderer relying on capacities or references of
other legal entities must in the request for prequalification prove to the
contracting authority that it will have at its disposal the resources
necessary for the execution of the contract, e.g. by enclosing
documentation that it can rely on the capacities of those entities, cf.
Article 48, 3 of the Directive 2004/18/EC on the coordination of
procedures for the award of public work contracts, public supply contracts
and public service contracts. If the contracting authority does not
receive this information the contracting authority will not rely on the
capacity of other entities. The contract has previously been put out to
tender by the contract notice mentioned in section IV.3.2. However, this
procedure was discontinued due to a postponement of the COP15.
