II.1.4) Short description of the contract or purchase(s): Dundee is
located on the northern shore of the Tay Estusry. Dundee City Council
(DCC) is responsible for 16,5 km of Coastal frontage and gas discretionary
powers to build flood defence schemes for non-agricultural land under the
Flood Prevention (Scotland) Act 1961. The frontage extends from
Invergowrie bay to the Dighty burn, and includes environments ranging from
shingle foreshores, industrial areas, reclaimed land and sandy recreation
beaches with dunes.
Dundee City Council (DCC) has previously commissioned a flood and erosion
study to better understand the existing level of defences and the
probability of flooding.
In order to continue fulfilling their responsibilities, DCC now require to
forward scheme/s to the Scottish Government in order to receive funding.
Submissions must meet the Scottish Government's latest guidance for Local
Authorities, including technical, environmantal and economic criteria.
Schemes will need to function as both flood defence and erosion
protection.
Consultants are required to prepare proposals on behalf of DCC for future
submission to the Scottish Government. These proposals should include:
Project Planning and technical methodology approval.
Option Appraisal.
Envoronmental Assessment.
Economic Appraisal.
Risk Assessment.
All work and reports shall meet the latest Scottish Government Guidance ''
Flood prevention Schemes- Guidance for Local Authorities''.
