II.1.4) Short description of the contract or purchase(s): To design,
build, finance and operate a new energy centre complete with plant for
heating, cooling and electricity generation (with or without:
cogeneration) and distribution mains to point of delivery at the new
Museum of Liverpool building, now under construction. This project may
include community energy supplies to local buildings and other museum
buildings. The entire scheme is to be off balance sheet under current UK
accounting rules and repaid through guaranteed performance savings. The
supplier is expected to tailor the service to produce the best savings and
performance mix. The supplier is responsible for obtaining finance and for
the full implementation of the project. All maintenance, repairs and
upgrades for the life of the contract are the responsibility of the
supplier. It is envisaged that the contract will be for at least 15 years.
[This project has to be off NML's balance sheet and the supplier is
expected to make the case for this under the relevant accounting reporting
standard]. [The project is to be under the Board of Trustee's delegated
powers, so there will be no EFDA certificate].
