The Space and Naval Warfare Systems Command (SPAWAR), on behalf ofProgram Management Warfare (PMW) 240, hereby issues a Full and OpenCompetition Request for Proposal (RFP) for the Enterprise TrainingManagement Delivery System (ETMDS). The ETMDS shall replace existingspecified shore-side Navy eLearning capabilities, and will provide additionalcapabilities in the area of Total Force workforce management anddevelopment. Navy eLearning provides access to training, education, andprofessional development information services to authorized users. The mainfocus areas of this contract are software configuration and branding of aCommercial Off The Shelf (COTS) or Government Off The Shelf (GOTS)application, software integration (unit-level and system-level), related TestandEvaluation (T&E), and software systems engineering. The contract alsoencompasses supporting functions such as Integrated Logistics Support (ILS),configuration management and program management. SPAWAR intends to execute a Single-Award Indefinite Delivery IndefiniteQuantity (IDIQ) contract for this effort. The contract is envisioned to have afive-year ordering period. The contract will contain CPFF and FFP CLINs. Awardof the IDIQ contract is planned for February 2010. The North American IndustryClassification System (NAICS) code is 541512, Computer Systems DesignServices.
