CONSULTING SERVICES – PREPARATION OF PROMOTION CAMPAIGN FOR RESEARCH AND DEVELOPMENT INSTITUTION’S (RDIs)

1. The Republic of Croatia received funds through the World Bank for the Technical Assistance Project for Institutional and Regulatory Reform for Private Sector Development (TAL-2). The Ministry of Science and Technology (MOST) is using a portion of those funds for the preparation of Science and Technology Project (STP). Within this framework, MOST intends to proceed with restructuring of the Research and Development Institution’s. It is intention of RDIs to work on promotion of their activities and to improve the national awareness of importance of science and technology.
2. The services would be organized in two phases. The first phase will comprise the design of the campaign and the second phase the implementation of the campaign. The campaign will be multi media and promote the objectives of the overall project and will promote the three Institutions involved in the project, Brodarski Institute (BI), Institute Ruder Boskovic (IRB) and BICRO. The campaign will increase public awareness of the importance of scientific and technological research and development to the Croatian economy and will build a new institutional and corporate image both nationally and internationally for the three institutes and highlight the services offered to their target customer groups.
3. A consultant will be selected in accordance with the procedures set out the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997. (revised September 1997, January 1999 and May 2002).
The selection process will follow the Quality and Cost Based Selection of consultants from the above mentioned guidelines. The consultants will be evaluated on the bases of brochures, description and experience on similar assignments, experience and availability of appropriate skilled staff, national experience etc.
4. The Ministry of Science and Technology now invites eligible consultants to indicate their expressions of interest for the above job with the information about qualification and previous performance on similar jobs (main profile, expertise, description and experience on similar assignments performed company, educational and professional profiles of the key (3-5) people, including international profile, number and short description of projects (list of clients) similar to this one, performed in the past on national market, etc).
5. Interested consultants may obtain further information for the services from background documents at the address below from 9.00 to 16.00.
6. Expressions of interest must be delivered to the address below by May 25, 2003.
