KINGDOM OF CAMBODIA Ministry of Education, Youth and Sport Cambodia Education Sector Support Project (CESSP) IDA Credit No. 4055-KH and Grant No.161-KH GENERAL PROCUREMENTNOTICE 1. This Notice updates the General ProcurementNotice published in United Nation Development Business, issue no. xxxxx dated 1 December 2008 to inform the change of procurement agent and correspondingcontact address. 2. TheRoyal Government of Cambodia has received a credit (Credit No.4055-KH), and a grant (Grant No.161-KH), from theInternational Development Association (IDA), towards the cost of the Cambodia Education Sector Support Project and it intends to apply the proceeds the grant to payment for goods, works, relatedservices and consulting services to be procured under this project. 3. The Projectconsists of the following components: (i) Enabling Equitable Access to Education for Disadvantaged Children; (ii) SupportingEducation Quality and Improvement; and (iii) Carrying out of additionalactivities under the CESSP. The Project is being implementedfrom June 2005 through June 2010. The objective of theProject is to assist the Royal Government of Cambodia to implement the Education Sector Support Project goals to enhance access toeducation services with special focus on the poor and undeserved communes. 4. Following the concluded Mid-Term Review ofCESSP, the updated CESSP Procurement Plan includes the Extension and Renovation of the Royal University of Phnom Penh Hun SenLibrary procured through international competitive bidding (ICB). 5. Procurement of contracts financed by the creditand the grant will be conducted through the procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans andIDA Credits dated May 2004, and is open to all eligible bidders as defined in theGuidelines. Consulting Services will be selected in accordance with the World Bank Guidelines: Selection and Employment ofConsultants by World Bank Borrowers dated May 2004. 6. The Royal Government of Cambodia represented bythe Ministry of Economy and Finance had earlier appointed Crown Agents as Procurement Agents for selected World Bank fundedProjects in Cambodia and now appointed Charles Kendall and Partners as 2nd Procurement Agent for selected World Bankfunded projects in Cambodia. 7. The Specific Procurement Notices for contractsspecified in paragraph 4 that will be bid under the World Bank's international competitive bidding (ICB) procedures will bepublished in a short time as they become available, in the Development Gateway dgMarket and 'The Cambodia Daily' ofCambodia. 8.
