REQUESTFOR EXPRESSIONS OFINTEREST THE SOCIALISTREPUBLIC OF VIET NAM NORTHERN DELTA TRANSPORT DEVELOPMENT PROJECT Credit No 4474-VN CONSULTING SERVICES: Support for Development of Maintenance Programs (Contract No.: CS-C1ii-NDTDP) This request for expression of interest follows the general procurement notice (GPN) for this project thatappeared in Development Bussiness (UNDB) on May 6, 2009 The Ministry of Transport has received a credit from the International Development Association (IDA) towardthe cost of the Northern Delta Transport Development Project, and intends to apply part of the proceeds of this Credit to paymentsunder the contract for the support for development of waterway maintenance programs The specific objectives of the Consulting servicesare: - To review and assess indetail the existing maintenance model for the inland waterway infrastructures under Vietnam Inland Waterway Administration's (VIWA)management.
- To present and analyzethe different models of waterway maintenance management including performance based dredging and to recommend based on thestrengths and weaknesses of the existing model, suitable maintenance models appropriate for the Vietnamese conditions.
- To assess and propose atypical section of river for pilot application of the new maintenance model.
- Upon the completion of the pilot maintenance implementation,to hold a workshop to present the lessons learned fromthe experience and to recommend modifications if necessary.
The Contractperiod will be 12 months. The Project Management Unit of Waterways (PMU-W) on behalf ofthe Ministry of Transport now invites eligible consultants to indicate their interest in providing the services. Interestedconsultants must provide information indicating that theyare qualified to perform the services (brochures, description of similarassignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate toenhance their qualifications. Consultant selection willbe carried out in accordancewith the Quality-and Cost-based Selection procedures set out by Bank's Guidelines: Selection and Employmentof Consultants by World BankBorrowers (May 2004 edition, Revised October 2006).
